Development & Implementation (including data migration from existing systems), Change Management and Training. Building on the work done by RMG to date, and with regards to the scope, complexity, size and volumes listed below, this contract requires:
— Development of the HR Process blueprints, data extraction, transformation and migration from legacy systems and point solutions to the new ERP platform. System and Integration testing, parallel running,
— Change management approach, planning, benefits realisation and business readiness tools,
— Training approach and supporting training delivery,
— The necessary infrastructure and hosting capability to enable provision of Development and Quality Assurance environments to support the pre go-live phases of this programme.
Current requirements have been defined and a solution design produced for development and implementation. This will be issued as part of the ITN documentation that will be issued to qualifying participants in this OJEU notice. The solution design is based on the SAP ERP package which is currently licensed to Royal Mail Group. It is also likely to be necessary to integrate the solution with Royal Mail Group's SAP platforms. However, providers may propose alternative solution designs provided that they are based on SAP and can integrate with the Royal Mail Group's SAP environment.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:
The Programme is a major business initiative which will see the implementation of transformed HR processes and investment in an SAP ERP platform. The Programme will replace legacy payroll and HR admin systems, a multitude of bespoke point solutions and a plethora of local spreadsheets with a single SAP ERP HR system. The Programme team(s) will also implement transformed people processes alongside, to fully exploit SAP ERP system functionality and increase the value-add of the HR function through a proactive support model. Through the deployment of manager/employee self service to 25,000 users, the Programme will simplify how colleagues interact with HR, and ensure that managers can access the information they require to lead and engage their people. The scope of the Programme includes Royal Mail Letters, Parcelforce Worldwide and Post Office Limited. Further details of the scope are shown below. Payroll Organisation Management Employee Hire, Induction and Exit Time and Attendance Management Expense Management Employee Performance management Learning and Development Knowledge and Communication Reporting Manager and Employee Self Service capability Strategic HR Planning Health and Safety and Corporate Social Responsibility Integration to web based recruitment package RMG is a very large employer and details of the population and volumes covered by this programme are shown below: 200 000 people of which 155 000 are weekly paid 1 300 grades, 4 200 pay points, 3 000 allowances 5 200 000 overtime payments per year 66 000 employee record changes per year 40 000 people recruited per year (including 20 000 temporary workers at Christmas) 520 000 calls to the People Contact Centre per year 2000+ sites across the United Kingdom.

Precise information on deadline(s) for lodging appeals: The Utilities Contracts Regulations 2006 (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
