II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES:
Wolverhampton City Council is seeking an innovative private sector partner or partners to participate and invest in a Local Education Partnership (LEP). The LEP will provide (or arrange the provision of) "Partnering Services", which will include (but not be limited to) the development of a strategic investment programme for some of the following: (a) educational facilities (which will include secondary schools and may include primary, secondary and tertiary education); (b) other children's facilities (including but not limited to after school club facilities, youth clubs etc); (c) community facilities that support educational outcomes (including but not limited to co-location and integration of key services such as education, social services, children's services, health care services etc); (d) accommodation for adult education and SEN education; (e) leisure facilities (including but not limited to swimming pools, sports facilities, leisure centres etc); (f) community facilities whether co-located with any of the above facilities or freestanding (including but not limited to halls, drop-in centres, crèches, sheltered workshops etc) (together the "Relevant Facilities") in the contracting authorities' areas. These Partnering Services will also comprise of the following services: (a) strategy advisory services; (b) programme management services; (c) project development services; (d) procurement consultancy services; and (e) procurement and delivery of management of all services required to deliver the strategic investment programme for the Relevant Facilities (including through the provision, integration and management of supply chain arrangements). It is anticipated that such services may include: (i) architectural services; (ii) engineering services; (iii) construction services; (iv) technical services; (v) building services; (vi) hard facilities management services; (vii) soft facilities management services; (viii) information communication and technology ("ICT") services; (ix) educational support services; and (x) educational strategy services. The LEP may also be required to provide for, or arrange for the provision (through supply chain arrangements) of, the management and/or integration of the partnering services, design and build construction contracts, facilities management services, support services and ICT services (this list is not exhaustive) where the contracting authorities existing arrangements are either transferred or expire. The contracting authorities may require the provision of ICT services and equipment to non-BSF secondary schools, and the provision of an interim ICT managed service for Wolverhampton secondary schools from the beginning of the contract. It is expected that the LEP will have exclusivity (on terms set out in the contract documentation) for Wolverhampton's secondary school estate.

II.7) ADDITIONAL INFORMATION:
The estimated capital value of the first phase of this procurement is in the region of 70 000 000 GPB. Further projects in subsequent phases arising in the first three year period may result in a further capital value of approximately 320 000 000 GPB. These figures are set out as a minimum and may be subject to increases as additional funding is secured by the contracting authorities. Wolverhampton City Council is acting as the lead authority on behalf of itself and a number of other contracting authorities namely Partnerships for Schools Limited, School Governing Bodies, Voluntary Aided Schools, Diocesan authorities, Academies established or to be established in Wolverhampton, City Technology Colleges, Foundation Schools, Learning Skills Council, Building Schools for the Future Investments LLP and the Learning Skills Council. Wolverhampton City Council will be implementing the PfS condensed procurement procedure, which is hoped to reduce the procurement period and bid costs for all parties involved in the procurement. Please note that Wolverhampton Council propose to hold an Industry Day in early 2009. The purpose of the day will be outline the vision for the project including unique features of the programme and provide workshops which will offer greater detail of elements of the project and the opportunity for questions to be put to the project team.
