The Learning and Skills Improvement Service (LSIS) came into operation on 1 October 2008 as the new-sector led improvement body for the further education (FE) system in England. It was formed from the transfer of the businesses of the Quality Improvement Agency (QIA) and the Centre for Excellence in Leadership (CEL). LSIS's role is to work with the sector to support quality improvement, raise standards, and develop staff and leaders.

LSIS is seeking expressions of interest for a contractor or consortium to deliver a national Skills for Life Support Programme. The successful contractor or consortium will help providers develop a whole organisation approach to Skills for Life to enable learners to succeed, gain qualifications and progress with learning throughout life and work.

The programme will need to engage providers across a range of settings to include family learning, offender learning, adult and community learning, voluntary and community sector organisations, work based learning providers as well as FE colleges.

We envisage that the contract will be awarded for 14 months initially, with options to extend for up to a further 24 months.
