Training to support account management has been identified as a priority for HIE. Therefore, HIE is looking to develop the talent and experience amongst existing staff to maximise organisational capability with regards to the development of transformational projects and account management of high-growth firms. This will require a tailored, responsive, yet consistent approach, to account manager development.
HIE is therefore committed to investing in account management training to enable its staff to embrace the recent set of organisational changes and to meet the challenges of the government economic strategy, current and future.

II.2.1) Total quantity or scope:
The objective of the contract is to provide account management training to appropriate HIE staff in a tailored, responsive and consistent manner.
The contract will be tendered as a framework with nine individual Lots. Potential providers can bid for one or a combination of lots.
The successful supplier will work in partnership with HIE to develop, deliver, coordinate and organise training in respect of the requirements of each Lot.

Capability and capacity will be determined objectively based on responses provided to the PQQ questions.
PQQs must be received by the date and time indicated with all questions answered. The highest scoring submissions will be invited to tender (ITT).
The contract will be awarded for a minimum of 36 months with the option to extend for another 12 months. It is estimated that the contract will start in April 2009 subject to agreement on terms and conditions.

Precise information on deadline(s) for lodging appeals: HIE will incorporate a minimum of 10 calendar days standstill period from the date information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from Procurement, Highlands & Islands Enterprise, Earl Thorfinn House, 6 Druimchat View, Dingwall Business Park, Dingwall IV15 9XL. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
