Orbit is seeking to establish a Framework Agreement for the provision of Creative Design Services. The Framework Agreement will be divided into 6 Lots as detailed in the specification. The new Framework Agreement will commence on 5.7.2010. Whilst indicative figures for expenditure are given, spend will depend upon the demand for Creative Design Services and the available budget. The figures shown for Frequency and Value are based on an average of the last two years expenditure but are not guaranteed for the duration of this framework agreement.

1) SHORT DESCRIPTION:

The appointed provider will be expected to help the Group develop its branding and identity. As the need arises, we would expect that provider to develop the branding for any future logo additions thus ensuring brand consistency and style. Whichever provider is appointed will also be expected to be responsible for the future development of the logo which is in keeping with the Group's brand guidelines.

This differs from Corporate Communications as the Echo needs to be consistent and therefore, only one provider will be appointed for this lot.

1) SHORT DESCRIPTION:

The appointed provider will be responsible for this stakeholder newsletter produced periodically by the Group. Currently the Group have not yet decided if this newsletter will be distributed electronically or in printed format. Working to a brief issued by the Group the provider will write copy, proof read, design and, dependant upon the delivery method decided upon by the Group, either 1) issue e-mail to our nominated circulation and be responsible for monitoring the response rate or 2) issue files to our nominated printer for them to print and mail to our nominated circulation and, for the appointed provider to monitor the response rate. As this will require a very consistent approach only one provider will be appointed for this lot.

Precise information on deadline(s) for lodging appeals: Orbit Group Ltd will incorporate a minimum 10 calendar day Standstill Period after notification to unsuccessful applicants of the award decision. The period allows unsuccessful suppliers to seek a debriefing from Orbit Group Ltd before the contract or framework agreement is entered into and to provide an opportunity to seek to challenge the award decision before it is implemented. A request for a debriefing made before midnight on the 2nd working day after the date of despatch of the notification of the award decision must be fulfilled at least 3 working days before the expiry of the Standstill Period. A nominated contact point to request debriefing will be detailed in the notification letter. The Public Contracts (England) Regulations 2006 (SSI 2006 No. 1) provide for remedies through the English courts to be sought by economic operators who suffer (or risk suffering) loss or damage as a consequence of a failure by Orbit Group Limited to comply with certain provisions of those regulations and/or certain EU Community obligations relating to procurement. In summary, proceedings must be brought promptly and in any event within 3 months of the date on which grounds for bringing proceedings first arise. The relevant court will have discretion to extend the deadline if it considers there is good reason for so doing. For Part B services delete the standstill period wording unless a decision is taken to apply the Standstill Period to a Part B service.
