The Trust requires a contractor to:
— Provide a managed car parking service throughout the contract period,
— Identify and implement short term solutions within a defined time period to ease the acute difficulties arising from the current service provision,
— Identify, design, finance, construct and operate agreed new car parking facilities capable of meeting the medium and long term needs of the Trust's patients, staff and visitors. This may include the provision of a multi-storey car park and any other improvements or alterations on the site as a whole required to implement the proposed service model and solution. 15, 20 and 25 year financial profiles will be required.
The proposed design solution and improvement programme will be required as part of the tender submission at a level of sufficient detail to enable the Trust to determine the best offer available.

Monthly in arrears of a VAT invoice being submitted for the previous months work.

Objective criteria for choosing the limited number of candidates: The evaluation criteria for the expression of interests received will be previous car parking management experience including that within the NHS (weighting of 40), previous car park design and build experience (weighting of 30), technical capacity - quality, H&S and training (weighting of 10), economic and financial capacity (weighting of 20).

No pre qualification questionnaire will be issued. The shortlisted contractors will be selected from the information given in response to section III.2) Conditions for Participation. The evaluation criteria for the expression of interests received will be as detailed in section IV.1.2 All expressions of interest must be provided in hard copy (not fax or e-mail) by the closing date specified in this Contract Notice. There are no other documents or specifications avaiable prior to the issue of the invitation to tender.

Precise information on deadline(s) for lodging appeals: The Trust will incorporate a 10 calendar day standstill period at the point that the award of contract is notified to the tenderers. This period allows unsuccessful tenderers to seek an additional debriefing from the Trust before the Contract is entered into (this is addition to the debrief on your submission, even if successful, that is offered under the Public Contract Regulations). Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days prior to the end of the standstill period.
