Lancashire County Council ('the Authority') is seeking an innovative private sector partner or partners to participate and invest in a new public private partnership to be established jointly with the Authority to provide a range of services to the Authority, the Beneficiary Organisations and Cumbria County Council. The estimated spend of the Authority in relation to the Core Services will be in the region of 47 700 000 GBP per annum.
The Beneficiary Organisations are Blackburn with Darwen Borough Council, Blackpool Council, Burnley Borough Council, Chorley Borough Council, Fylde Borough Council, Hyndburn Borough Council, Lancaster City Council, Pendle Borough Council, Preston City Council, Ribble Valley Borough Council, Rossendale Borough Council, South Ribble Borough Council, West Lancashire Borough Council, Wyre Borough Council, Lancashire Police Authority, Lancashire Combined Fire Authority, University of Central Lancashire and Lancaster University and any company in which any one or more of the Authority and or the above named organisations have an interest ('the Beneficiary Organisations').
The estimated combined spend of the Beneficiary Organisations (excluding Lancashire Police Authority, Lancashire Combined Fire Authority, the University of Central Lancashire and Lancaster University) in relation to the Core Services and Additional Services will be in the region of 60 000 000 GBP per annum. The estimated spend of Lancashire Police Authority in relation to the Core Services and Additional Services will be in the region of 11 000 000 GBP per annum. The estimated spend of Lancashire Combined Fire Authority in relation to the Core Services and Additional Services is in the region of 2 000 000 GBP per annum. The estimated spend of the University of Central Lancashire in relation to the Core Services and Additional Services will be in the region of 10 000 000 GBP per annum. The estimated spend of Lancaster University in relation to the Core Services and Additional Services will be in the region of 10 000 000 GBP to 12 000 000 GBP per annum.
It is the intention that the Beneficiary Organisations should be able to rely on this procurement to purchase through the Authority any one or more of the Core Services and or the Additional Services without the need for any further procurement process. However; the Authority cannot guarantee the involvement of the Beneficiary Organisations in relation to either any of the Core Services and or Additional Services.
Furthermore, it is the intention that Cumbria County Council should be able to rely on this procurement to purchase through the Authority schools broadband network and associated services without the need for any further procurement process ("the Cumbria Services"). The estimated spend of Cumbria County Council on these services will be in the region of 3 000 000 GBP per annum. However; the Authority cannot guarantee the involvement of Cumbria County Council in relation to the Cumbria Services.
It should also be noted that in the event of re-structuring within local government that this procurement will pass to successor authorities.
The services that the partnership will provide include, but are not limited to: information and communication technology (ICT) including business applications system support & development, professional ICT, operational ICT, help desk and support, technical ICT support, print and reprographic and schools ICT; customer access and customer services including web, telephone, face to face; human resources (HR) including HR advice, transactional HR and payroll processing; pensions scheme administration services (the 'Core Services'). The Core Services will also comprise the following services: strategic services; programme management services; programme development services; project development services, project implementation services and project delivery services.
In addition, the partnership may also be required to provide additional services related to finance services; procurement; other HR services; e-communications; other education ICT services and revenues and benefits (the 'Additional Services').
The estimated spend of the Authority for the Additional Services will be in the region of 35 000 000 GBP to 45 000 000 GBP per annum.
The Authority anticipates that the partnering arrangement will be for a 10 year term with an option to extend for up to an additional 5 years at the discretion of the Authority (including the discretion to restrict services being provided during the extended term). The partnership is intended to deliver medium and long term cost benefits; increased efficiency; sustainable and effective services; and improved performance delivery with the primary aim of ensuring the best possible outcomes for the citizens of Lancashire.
The Authority reserves the right not to award the contract or to award only part of the contract described in this notice. Further details are contained in the pre qualification questionnaire and the descriptive document.

The estimated spend of the Authority in relation to the Core Services will be in the region of 47 700 000 GBP per annum.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required:

These will be set out in the tender documents and be developed through the competitive dialogue process.

Partnership.
The Authority is seeking a private sector partner or partners to participate and invest in a public private partnership with the Authority. The model for the partnership will be developed through the competitive dialogue process. The Authority reserves the right to require groupings of contractors to take a particular legal form or to require a single contractor to take primary liability or to require that each party undertakes joint and several liability irrespective of the form of the partnership.

The partner may be required to participate actively in the achievement of social policy objectives relating to recruitment and training for example and/or environmental policy objectives.
