Kent County Council (the Council), on behalf of The Central Buying Consortium (CBC) and Eastern Shires Purchasing Organisation (ESPO) wishes to create an accessible framework contract for the supply and delivery of Refuse Sacks plain and printed for both stock and direct delivery. The contract will be accessible by all members of CBC/ESPO, Pro5, all members of the South East Improvement and Efficiency Partnership (SEIEP) and all local authorities and government organisations e.g. Police, Fire & Rescue Service, Ambulance Service, NHS Trusts and all other public bodies and third sector organisations operating within these geographical regions.

The Central Buying Consortium (CBC) is a group of County, Borough and City Councils in the south of England. The purpose of which is to improve the effectiveness, by co-ordination, of local authority purchasing with the object of effecting savings in public expenditure for the benefit of its members. CBC procures approximately 750 000 000 GBP goods and services per annum.

CBC currently consists of Coventry, Portsmouth and Southampton City Councils, Luton and Northampton Borough Councils, Milton Keynes Council and the County Councils of Buckinghamshire, Dorset, Essex, Hampshire, Hertfordshire, Kent, Northamptonshire, Oxfordshire, Suffolk and West Sussex.

The authorities that will be using this Contract from the outset are:

ESPO.

Hampshire County Council.

Hertfordshire County Council.

Kent County Supplies.

Individual Authorities, within CBC/ESPO take responsibility for the contracting process on behalf of CBC/ESPO for differing products and services. In this case Kent County Council has agreed to take responsibility for the tender process for the supply of Refuse Sacks. Kent County Council is therefore the "Contracting Authority" for these products.

In accordance with best procurement practice, EU Procurement Directives and the Contracting Authority's standing orders, CBC/ESPO is seeking to choose a supplier(s) by competitive tender to supply its requirement for Refuse Sacks.
