Firebuy Limited wishes to establish a framework agreement for use by or on behalf of UK public sector bodies (and their statutory successors and organizations created as a result of re-organisations or organisational changes) These will include but not be limited to:

The actual quantities are not known because usage depends on the number of predicted incidents.

A deed of guarantee may be required at the discretion of the calling-off Authority in relation to the individual call-off contracts. the form of such deeds will be provided in the ITT.

This will be determined by the terms of the call-off contracts entered into pursuant to the framework agreements and will be stated within mini-competition requirements run by the calling-off authority which will not be limited to purchase price only.

Expressions of interest may be submitted by a single candidate or a consortium. if a candidate is a consortium, each member may be required to contract on the basis of joint and several liability. Firebuy reserves the right to disqualify any consortium which changes its composition after submitting a tender without the prior consent of Firebuy.

Precise information on deadline(s) for lodging appeals: The contracting authority, will incorporate a minimum 10 day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek a further debriefing from the contracting authority before the contract is entered into.

If an appeal regarding the award of contract cannot be resolved, the Public Contracts Regulations 2006 (as amended) provide for aggrieved parties to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend certain documents. If the contract has been entered into the court may only award damages.
