    Kirklees Council Domestic Energy Efficiency Renewable Energy and regeneration projects, to include measures installed via.

    The Community Energy Support Programme and ERDF.

    European Regional Development Funding.

    Kirklees Council has delivered a three year Warm Zone programme, which has installed traditional cavity and loft insulation to 47 000 households to date, with an expected lifetime carbon savings of around 55 000 tCO2 per annum.

    The Warm Zone Programme has enabled the Council to identify the areas and the opportunities where there are properties that are hard to treat, traditionally off the gas main, many with solid walls. It is the intention that going forward that Kirklees Council, looks to secure Community Energy Support Programme funding, plus ERDF funds to support an Energy Innovation for Deprived Communities project. This will be working in partnership with Kirklees Neighbourhood Housing, to deliver a range of energy saving and renewable technologies, to improve the thermal comfort, affordability, reduce fuel poverty, carbon emissions and avoid adverse health conditions, for residents of these hard to treat properties across the district.

    Other future works will include addressing the key priority areas for Private Sector Housing in the district, regeneration and targeted energy efficiency projects developed to meet the specific needs of the council and comply with the criteria of the various funding streams secured to support the range of works.

    The regeneration and sustainable development of the housing priorities work, aims to deliver the best environment and life chances for people who live in the Kirklees district.

    Kirklees Council has four clear priorities which include real help for children, adults, addressing the recession and increasing efficiencies, which also focus on reducing carbon and addressing inequalities.

    Kirklees has a distinctive approach regarding delivery of providing a place to live and live and work which includes:— being in tune with residents and providing great customer care,

    — delivering high quality services and value for money,

    — working through partnerships which have impact,

    — being quick and confident in delivering the right changes.

    The projects planned over the next 3 years include:

    Grant provision for replacement of old G rated boilers for low income/vulnerable households.

    Development of a renewable energy scheme, to increase the number of renewable /low carbon technologies installed in the domestic sector across the district.

    Regeneration projects, in key priority areas that have been identified as offering poor or non decent housing A targeted approach to improving lower super output areas, with measures identified as CESP funding eligible, which include:

    — Solid wall insulation (external),

    — Solid wall insulation (internal),

    — Cavity wall insulation,

    — Virgin loft insulation (includes anything less than 60 mm existing),

    — Loft insulation top up,

    — Under floor insulation,

    — Flat roof insulation,

    — Draught proofing,

    — High Efficiency glazing,

    — Fuel Switch (to gas),

    — Replacement of old boilers (G rated),

    — Connection to a district heating scheme,

    — District heating system upgrade,

    — District heating heat meter for individual house billing,

    — Ground source heat pumps,

    — Air source heat pumps,

    — Micro-generation (PV, Solar thermal, mCHP, biomass boiler, micro wind, micro hydro),

    — Heating controls with a new heating system,

    — Home energy advice.

    NB Not all of the above measures will be installed in the district- only those it is deemed to be the most suitable in terms of cost/energy savings/suitability/fit for purpose/value for money.

    To enable the Council to deliver the energy efficiency projects, in the domestic sector it is necessary to establish a framework for contractors who can deliver the range of measures to meet the Councils exacting standards in terms of quality, value for money, and customer care.

    In the pre qualification questionnaire there are a number of mandatory exclusion questions, which suppliers should be aware of. The authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). For the avoidance of doubt, the contracting authority confirms that no weight will be attached to whether or not an economic operator is an SME in selecting economic operators to participate or in assessing the most economically advantageous tender.
