Information on framework agreement
The Council, on behalf of it’s partners (Glasgow Housing Association, Scottish Government and New Gorbals Housing Association and the Laurieston Local Delivery Group) is seeking formal expressions of interest from prospective development partners with appropriate resources, knowledge, skills and expertise to deliver the physical regeneration of the Laurieston TRA. in conjunction with contributing to the wider regeneration aims and objectives, the development partner will:
A) Enter into a contractual arrangement with New Gorbals Housing Association and GHA to construct a first phase of 200 homes for social rent, with an option to construct a further 100 units for affordable tenures such i.e. Mid Market Rent (MMR), New Supply Shared Equity (NSSE) or other models.
B) Enter into a Development Agreement with Glasgow City Council to deliver master planning, construction and development of the remainder of the TRA within the broad parameters of the approved masterplan.

The Contracting Authority intends to use an eTendering system in this procurement exercise and reserves the right to use a reverse auction.

Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: Glasgow City Council will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Such additional information should be required from the procurement officer (see details in Section 1.1 of the contract notice). If an appeal regarding the award of the contract has not been successfully resolved the public Contracts (Scotland) Regulations 2006 (SS) 1 2006 No 1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
