The description for this contract award was:
The Scottish Parliamentary Corporate Body (SPCB) is seeking to appoint organisation(s) to provide catering and pest control services (lot 1) and cleaning services (lot 2) at the Scottish Parliament building at Holyrood. The requirement is advertised in lots, organisations may apply for one of the lots or for both. Therefore a single contract for the bundled services (i.e. lot 1 ans lot 2) or two different contracts may be awarded.
Lot 1 covers the management of all catering facilities (self service restaurant, branded coffee bar, fine dining restaurant, bar, punlic cafe, limited vending and high demand hospitality/events catering), including the maintenance of catering equipment and purchase of all food stuff and drinks, light equipment & light duty equipment and all consumables & materials. This lot also covers the provision of pest control services.
Lot 2 covers the provision of comprehensive cleaning services for all internal areas of the building (except scheduled window cleaning) and grounds, as well as the provision of ancillary services (e.g. feminine hygiene services, carpet shampooing). The provision of all related consumables and purchase and maintenance of all cleaning equipment is also required.

Precise information on deadline(s) for lodging appeals: The SPCB will incorporate a minimum of 10 calendar days standstill period at the point at which information on the decision to award a contract is commumicated to tenderers. This period unsuccesful tenderers to seel further debriefing form the contracting authority before the contract is entered into. Applicants and tenderers have 2 working days from the notification of the award decision to request debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill periiod. Otherwise debrief information will be made available to applicants and tenderers within 15 calendar days of the request being made. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts (Scotland) Regulations 2006 (SI 2006 No1)provide for aggrieved parties to take action in the Sheriff Court of Court of Session. Any such action must be brought promptly (generally 3 months). Where the contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
