The notice involves
Original Contract Notice read: Suppliers must register interest in this contract opportunity through the Public Contracts Scotland (PCS) procurement portal – www.publiccontractsscotland.gov.uk. The pre-qualification questionnaire (PQQ) documentation is availabe for download from there.
The project comprises the construction of a new three storey plus rooftop plant space, shell and core building for bio-incubator and commercial occupation purposes. The anticipated future fit out (not within this contract) will provisionally provide a 60/40 specialised laboratory/office split.
The project is located on Plot 9 of the BioQuarter Development off Dalkeith Road in the Little France area of Edinburgh. The site is a rectangular, relatively level, plot extending to approximately 2.5 acres. Access to the plot is directly off a fully constructed adoptable standard road currently in the private ownership of Scottish Enterprise.
The building GFA is anticipated to be between 8 500 - 10 500 m² split equally over three floor plates. Also included are a service yard (600 m²) and an enclosed rooftop plant space (800 m²). Floor to floor heights are 5m. Externally the project includes circa 160 cars spaces and landscaping.
A design team has been appointed. The planned procurement route is 2 stage design and build. The 1st stage will comprise a competitive tender involving pricing several building packages detailed preliminaries, overheads and profit. together with confirmation of a construction programme and method statement.
The selected contractor will then work alongside the design team through the 2nd stage providing buildability advice and procuring the remainder of the works at which point the selected contractor will submit a 2nd stage tender to complete the design with a novated design team and construct the whole of the works.
An enabling works contract will be carried out in advance of this contract and will comprise earthworks and preparation of a piling platform.
Outline planning consent for the project has already been granted as part of a previous Master Plan submission and the design team will lodge and obtain full planning consent before commencement. Building Warrants will be applied for and obtained on a staged basis.
The building is targeting a minimum BREEAM rating of ‘very good’ with an aspiration to achieve ‘excellent’.
The contractor should be a member of the considerate contractor scheme (or equivalent).
It is anticipated the construction cost to be in the range of GBP14M – GBP16M.
The contract is scheduled to begin September 2010 with completion required by end October 2011.
The project work scope will comprise: piling platform by others as advance works; structural steel frame; fire protection to steel frame composite upper floor and roof slabs; stairs and balustrading; cladding to external walls; curtain walling and windows; toilet and stair core fit-out; building services; lifts; incoming utilities; site works, hard/soft landscaping, external works and drainage.
Suppliers should submit their completed pre-qualification questionnaires through the secure postbox on Public Contracts Scotland no later than the deadline indicated. The postbox facility will not accept any submissions after the deadline and it is the responsibility of suppliers to ensure submissions are received before the deadline.
