    United Kingdom. The matrix standard is a national quality standard for organisations that deliver information, advice and/or guidance on learning and work. Organisations are accredited to the matrix quality standard. The Contracting Authority is seeking an organisation to ensure the effective and efficient management of the matrix Standard assessment and accreditation process; the management of the register of the independent matrix practitioners; the continuous professional development of the independent matrix practitioners; maintain the integrity of the quality mark and test and implement agreed changes from the review of the matrix Standard. Although the service that the Contracting Authority requires falls within Part B of Schedule 3 to the Public Contracts Regulations 2006 it has decided to place this advertisement in the OJEU on a voluntary basis.     Total quantity or scope

    The contract will be for an initial period of 3 years with an option to extend the contract up to a further 1 year to a total of 4 years. The funding from BIS will be up to 110 000 GBP in the first year of the contract. There will be no BIS funding in subsequent years. The assessment and accreditation body will also raise fees from organisations to cover the assessment and accreditations processes throughout the period of the contract. It is expected that these fees may be in excess of 1 000 000 GBP and therefore a supplier would need to demonstrate they have the experience and capacity of managing these sums.

    Precise information on deadline(s) for lodging appeals: The Department for Business Innovation and Skills will as soon as possible after the decision has been made inform tenderers and candidates of its decision to award the contract and provide the information required by regulation 32 of the Public Contracts Regulations 2006. It will observe the standstill period required by regulation 32A of those Regulations. The Regulations provide that where a duty owed to economic operators is not observed by the Contracting Authority the breach is actionable in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months.
