    Main place of performance Kent County Council is seeking to create an accessible framework contract for the Sponsorship of Council Assets. While initially for the use by Kent County Council the contract will be accessible by all members of the Pro 5 Group, members of the South East Improvement and Efficiency Partnership (SEIEP) and all public bodies, third sector organisations, academic centres and publicly funded organisations.The Council wishes to maintain its sponsorship scheme for assets including roundabouts and boundaries. It is seeking to engage a marketing agency to secure and administer the commercial sponsorship of the sites on the Council’s behalf. There is a stock of c.200 possible roundabout sites, although some districts still have sponsorship schemes in place. Until these contracts come up for renewal, c.100 will be available for the Council sponsorship scheme, of which the number currently sponsored is c.50. Where appropriate, verges will also be available for sponsorship. There are 38 Kent boundary signs. In addition, there are other signs that could be considered for sponsorship that are not exclusively owned by KCC, such as gateway signs to towns and villages. It should be noted that other Council assets may potentially be included under this contract for example the sponsorship of advertising inside and outside Council owned libraries.

    (i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively,

    (j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities,
