    The Contractor shall provide CCTV Monitoring Services on the Highland Public Space CCTV systems in three locations (Inverness, Fort William and Tain) within at least the core hours specified in the draft contract, in compliance with the Code of Practice For the Operation of Highland Public Space CCTV Systems (the "Code"). The Contractor shall provide a price for hourly rates as laid out in the pricing schedule at section 4 of the draft contract.

    The Authority is tied by funding and at the moment it is likely that the core hours alone shall be used. However the Authority shall increase the provision of hours should funding allow.

    The Contractor shall also price for the provision of an enhanced service of carrying out System Checks on all the Highland Public Space CCTV Systems (Inverness, Fort William, Nairn, Dingwall, Muir of Ord, Invergordon, Tain, Wick and Thurso) to ensure that all the Systems are running according to the Code and the Information Commissioner CCTV Code of Practice (2008). It is unlikely that this shall be utilised due to funding issues and will not form part of the price evaluation.

    Companies must provide evidence that the staff they propose to deliver the contract have valid Security Industry Authority Licences (SIA). Failure to provide this information along with their tender submission will result in immediate exclusion from the process.

    Only companies whose staff proposed to deliver the contract have undergone disclosure checks which satisfy the requirements of Northern Constabulary will be awarded the service. These checks shall be carried out after evaluation of the submissions has given a preferred supplier but before the contract award.

    The execution of the contract is restricted to the framework of sheltered employment programmes. Failure to meet the above criteria shall result in exclusion from further consideration in the process.

    Information and formalities necessary for evaluating if requirements are met: 1) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.

    Interested suppliers will be required to complete an SAQ which will be utilised to create a tender list in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those Applicants that have the economic and financial standing and technical or professional ability to deliver the Project.

    Rejection shall be automatic unless the potential bidder is able demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relations to the provision of services forming the subject of the potential bidder’s expression of interest.

    Information and formalities necessary for evaluating if requirements are met: Interested suppliers will be required to complete an SAQ and supply the financial details requested within it.

    Suppliers shall note that for as part of the SAQ for this contract The Highland Council may undertake financial checks in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those Applicants that have the economic and financial standing and technical or professional ability to deliver the Project.

    Rejection shall be automatic unless the potential bidder is able demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relations to the provision of services forming the subject of the potential bidder’s expression of interest.

    Interested suppliers will be required to complete an SAQ which contains a number of questions relating to the technical expereince of candidates, associated with a scoring system.

    The Council will analyse the responses to the SAQin accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those Applicants that have the economic and financial standing and technical or professional ability to deliver the Project.

    Rejection shall be automatic unless the potential bidder is able demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relations to the provision of services forming the subject of the potential bidder’s expression of interest.
