The Ministry of Defence has a requirement to provide the armed forces with a continual supply of Hessian sandbags.
Sandbags are used for many purposes from essential support in ongoing operations to pre deployment training and military aid to the Civilian Community.
Sandbags are a high profile requirement and must be available in large numbers at all times to meet all unpredictable demands.
To facilitate this need, an amount will be held centrally within the MoD to meet all immediate requirements and this will be required to be topped up by approximately 85 000 sandbags per calendar month. To meet this high turnover the successful contractor will be required to maintain a continuous supply chain from source and be prepared to hold a buffer stock of up to a maximum of 400 000 sandbags at their premises to ensure that erratic usage trends can be maintained as much as possible at all times.
To support all of these irregular requirements a 2 year (with options for 3 further years) enabling contract is required that can provide a just-in-time facility that allows the MoD to react to all demands received for Sandbags.
A representative 84 cm x 36 cm Hessian sandbag complying with BS1214 1977 Iss. 3, or equivalent, is required to be sent with the expressions of interest. It will be used, in conjunction with the written information, in the down-selection of suppliers when judging those most suitable to be invited to tender.
