Information on framework agreement
The development consists of a core requirement of the design, development, construction and funding for a new integrated primary community and mental health facility (with the provision of associated hard (and potentially soft) facilities management) in a building anticipated to be in the region of 2 000–2 500 m², to include diagnostic assessment and support space. (It is anticipated that the Leicestershire County and Rutland Primary Care Trust will enter into arrangements with third parties (including Leicestershire Partnership NHS Trust and Leicestershire County Council) to enable them to share occupation of the constructed facilities).
Included within this development is an opportunity to deliver Harborough District Council’s plan to relocate key functions from its town centre offices. Spatial requirements are approximately 2 000 m² of administrative office space, customer access to Civic Chambers and support space as well as lettable meeting space. Bidders will be required to take account of these proposals together with the core facility in the form of a mandatory variant bid. The procuring organisations will welcome proposals which incorporate complementary commercial activities.
Bidders should note that the dates in Sections II.3 and IV.3.5 of this notice may change during the dialogue with bidders.

Precise information on deadline(s) for lodging appeals: There will be a 10 day standstill period from notification of the Contracting Authority’s decision to award a contract to allow unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have two working days from notification of an award decision to seek additional debriefing before the contract is entered into. The time limit for appeals to the High Court of England, Wales and Northern Ireland is set out in Regulation 47 of the Public Contracts Regulations 2006 as amended by the Public Contracts (Amendments) Regulations 2009 and as further set out in law.
