    Denbighshire County Council (DCC) is committed to providing a first class education for all children and young people in the county. As part of this commitment, the council has agreed that modernising education provision is a priority because we recognise the importance of having school buildings, learning environments and resources that meet the needs of 21st century Wales. As a result DCC and its stakeholder partners are seeking to procure an integrated team of suppliers to assist in the concept, feasibility, detailed design, construction and commissioning of a new community high school building in Rhyl through a 2 stage design and build process. The form of contract that will be utilsised for this project will be drawn from the suite of the NEC3 contractual documents.

    The project will utilise the site of the current high school and will include the demolition of the existing high school building, construction of the new premises suitable for an eventual pupil cohort of 1 500 and remodelling and making good any highways/access roads, surrounding sports grounds and landscaping. The project will be used as a catalyst for improvement in academic performance and complement the other regeneration initiatives in the Rhyl and Prestatyn area. The school shares the site and service infrastructure will an operational leisure centre, whose business may need to be maintained for the duration of site works: this includes access to school pupils for timetabled activities and members of the general public. The future of the leisure centre in the medium term is presently uncertain but may be encompassed within an ongoing strategic regeneration plan for the town.

    Currently funding has been obtained for the initial engagement of a team to assist in the creation of a robust feasibility study, with contractor input, to obtain outline planning and produce a RIBA Stage B design by quarter 2 of 2010. Once this has been completed and further funding has been agreed, the successful team will continue through the design and build process to project completion. The engagement will be punctuated with break clauses at post feasibility stage and around detailed design completion and agreement of target cost.

    Experience within the team of early contractor involvement is essential. In addition bidding teams whose ideas might respond to developing/emerging education and pedagogic trends would be advantaged if they were able to bring "added value" in the form of relevant specialists' input to the project in support of their proposals. The client also reserves the right to ask the contractor/team to procure all ICT equipment, furniture and fittings as part of the overall contract, or to do so themselves – this will be reflected in the target cost.

    The way that we use school buildings has changed and will continue to change. New curriculum requirements (for example the foundation phase and 14 – 19 pathways), developments in ICT (for example use of interactive whiteboards, broadband and wireless technologies or the potential for community use mean that our schools have to change and we need to keep pace if we are to meet the needs of modern life. Retaining the status quo is no longer an option for us in Denbighshire if we want to provide a first class education for our children and young people.

    In order to provide an exemplar environmental learning resource in Rhyl DCC requires BREEAM Excellent as a minimum standard, and the successful bidders will be expected to be working towards the additional DCC aspirations of zero carbon and BREEAM outstanding. The team will need to demonstrate experience of successful delivery of schools of a similar scale and quality and provide evidence of having worked in integrated teams and in a collaborative manner. Experience of working together under a regime of early engagement and utilising incentivised contractual mechanisms including target cost arrangements is also essential.

    DCC is committed to achieving sustainable development outcomes from all its activities. The successful team are required to take account of sustainable development e.g. educational, environmental, social and economic impacts of delivery and to actively participate in the protection of the environment whilst building the social and economic regeneration of the community and surrounding areas. As a result the successful team will be required to submit a method statement outlining how, through the delivery of the contract, they will contribute to the educational, social and economic development of the community.

    The engagement has been offered to the market to solicit the best value and most economically advantageous solution from an experienced technically competent integrated team. The successful bidders will be able to prove capability of delivering a coherent solution to the highest exemplar standards from pre feasibility through to occupancy. DCC expect to work with the supplier team to maximise the positive impact of this investment in the locality and achieve the most sustainable solution resulting in demonstrable improvement in education attainment of the pupil cohort.

    The contractor/team will be procured and appointed on a model reflecting quality/cost on a basis of 70 % quality and 30 % cost. The selection model will be in accordance with the overall evaluation strategy methodology that will accompany the pre qualification documents, and submissions will be assessed on an evidence based approach. It is anticipated that no less than 5 and no more than 8 contractors/teams will be invited to ITT stage.

    The project team benefits from engaging with Constructing Excellence Wales and other best practice activities. It is anticipated that this project will achieve exemplar demonstration project status.
