SECTION II: OBJECT OF THE CONTRACT

    SHORT DESCRIPTION OF THE CONTRACT OR PURCHASE(S)

    This specification is the refit of National Grid Mobile Degasser & Dryer.

    This document stipulates the key requirements which National Grid will expect the successful supplier to provide if proposing to bid for the above.

    1. General requirements.

    National Grid are looking to upgrade two existing processing units (MDD 3 and MDD4) to provide drying/degassing at a minimum of 7 500 litres per hour combined with oil reclamation through media filled columns.

    A statement confirming that the oil reclamation process supplied will remove potentially corrosive sulphur within five complete passes is required.

    The replacement processing unit skid must be fitted in existing trailers that contain a 275KVA and 100 KVA generators, with due regard to existing axle weight limitations and trailer size (site visit can be arranged to view units).

    Columns to have a maximum diameter of 14 inches and be heated by induction coils, not by direct heat, the burning / cooling air must be via vacuum not blown.

    Columns to work in two independent banks i.e. one bank processing whilst other bank regenerating, with a maximum change over time of 14hrs and a maximum column recharge temperature of 100 degrees centigrade.

    Buffer tank to be made in stainless steel with level gauges on both sides and inspection / cleaning hatches on both sides.

    The availability of space and axle weight will limit the number columns however all available space / weight to be used to maximise the number of columns.

    A vacuum capability down to 0.1 Torr with a flow rate greater than 2 500 m³/h.via a inches pipe connection with appropriate controls to be fitted.

    Online moisture meter fitted to incoming oil flow and transformer level to be monitored via transducer / P.L.C.

    All the processing equipment must be controlled via a P.L.C. controller using standard software via a laptop or touch screen.

    A 3G broadband satellite dish to be fitted to the roof of trailer to give full remote operation of all capabilities via a laptop, and the uploading of software patches / faulting finding via the broadband connection.

    Prices to include removal of existing skid, installation of new skid, fitting of 3G dish, supply of laptop for remote operation, any trailer modifications required, testing, commissioning, plus two days operative training on a National Grid site.

    Have minimum maintenance requirements. (ideally only a visual check of condition and function will be required).

    It should be noted that any of the above requirements may be varied during the lifetime of the contract in accordance with the contract terms and conditions.

    As an option and priced separately - Remove existing generators, wiring and controls. Replace with one generator capable of running full load output of the processing unit. The preferred engine option is Cummins. The generators removed will remain the property of National Grid.

    Applicable industry standards.

    Please provide the appropriate certification to demonstrate compliance to all relevant industry standards.

    Maintenance.

    The supplier will be expected to provide a maintenance service to include the following:

    — full availability of all required spares,

    — service contact centre,

    — full training for our user and maintenance engineers,

    — all required service tools.

    4. Product specifications.

    The supplier shall maintain detailed documented specifications for each item used within the unit and to provide along with copies of the full specification when requested.

    The supplier will be expected to identify any required changes to specifications driven by legislative and/or National Grid requirements, and have a clear process in place for doing this that is embedded within its Quality Management System.

    5. Product disposal service.

    The supplier shall, if required, provide a service through which National Grid can dispose of products that have exceeded their useful life in an environment.
