    The Central Housing Investment Consortium (CHIC) are jointly procuring a Framework Agreement, for the provision of materials for various internal and external property works (including responsive and void repairs and new build). It should be noted that CHIC will look to incorporate environmentally friendly products/energy efficient/sustainable products within the tender stage and over the life of the framework agreements. The material categories are anticipated to be as follows:

    The proposed Framework Agreements shall be put in place for a maximum period of 4 years from March/April 2011.

    The following organisations shall be entitled to utilise the Framework Agreement, as and when required:

    1. CHIC's partners, members and customers, both current and future; and

    2. Partners' partners, members and customers, both current and future.

    For more information about the clients involved within this procurement please see Additional Information at Section II.8.

    The organisations listed or referred to above have requirements predominantly within the East and West Midlands, however those with stock in other areas of the UK may also utilise this Framework.

    Materials will be required for planned maintenance, responsive repairs and development/new build. Materials will predominantly be required for housing asset management purposes but will include other assets such as community buildings, schools and offices for example, where these are also owned and maintained by CHIC's current and future members, Partners or Clients.

    The frameworks entered into will be managed by the Contracting Authorities outlined, and all partners, members and clients either current or future, will be entitled to call off individual contracts pursuant to the framework agreement. Any such contract will be held, managed and supervised by the individual member organisation making the call-off.

    Notwithstanding the above, applicants should note that, under the Framework Agreement, none of the organisations that are entitled to use the Framework Agreement shall be under any obligation to do so with framework partners.

    Interested parties are advised that a 'Meet the Buyer' event shall be held (provisional date of Wednesday 8 September 2010 - to be confirmed). This is a free event, which shall provide further information on the opportunity available, details on how to successfully complete the Pre Qualification Questionnaire, and shall provide you with an opportunity to ask questions of the buyers face-to-face. Further information shall be made available within the contract notice when the PQQ is launched (provisionally scheduled for 1 September 2010), however the event shall comprise the following format:

    — presentation (Time TBC),

    — Q&A (Time TBC).

    The contracting authority is the Central Housing Investment Consortium Ltd (CHIC); which is a new consortium of registered social housing providers, based in the Midlands but with a national reach.

    CHIC is a new ‘consortium business’ launched in early 2010. This first year will concentrate on the establishment of materials supply contracts/ frameworks and the procurement of any labour only and contracts and frameworks which members require to be operational by 2011/2012. Homes and assets managed by the CHIC founder members already stretch across the whole of the East and West Midlands, but CHIC’s objective is to grow substantially, by adding to its membership other Registered Providers, Arms Length Management Organisations, Local Authorities and other asset owning and managing boards whose main centres of operation span the East and West Midlands. The main focus is on housing asset management, but will include other assets (e.g. community buildings, schools, offices etc) where these are also owned and maintained by CHIC’s current and future members, partners and clients (being Social Housing Providers registered with the Tenant Services Authority under The Housing and Regeneration Act 2008 and also County Council/District Council and Unitary Authorities and/or their Arms Length Management Organisations (ALMOs). Accordingly, all such organisations are also intended to benefit from and to be entitled to enter the Framework Agreements described in this Contract Notice as contracting authorities covered by this procurement.

    CHIC offers opportunities for current or future members and/or partners and/or clients to share best practice. All procurement activities will expect to secure added value (non-cashable) benefits, through a co-ordinated community initiatives strategy, with specific skills, training, and employment targets for contractors, together with client and contractor manager training, to focus on performance improvement and efficiency gains skills. Training and community initiative targets will be contractual requirements, related to the size and value of each contract awarded.

    The founder members of CHIC are responsible for the upkeep of in excess of 34 500 properties. It is expected that the members of CHIC will collectively invest over 330 000 000 GBP in the repair and upkeep of properties between now and 2015/16 and it is anticipated that a substantial proportion of this will be channelled through CHIC.
