The establishment of a framework agreement

Loughborough University is embarking on a single process to identify and harmonise the disparate processes and supply agreements and to recommend this to the University.
Our aim is to appoint a single preferred supplier via a sole supplier framework agreement for the provision of sport kit and outerwear, sports staff uniform and associated clothing, for a maximum period of three years; subject to regular review.
Additionally, via this process of competitive dialogue, we want to achieve a University brand consensus with the single supplier appointed from this procurement procedure.
Nowhere in this Country is there a greater concentration of world class sports training facilities suitable for use at all levels of performance.
The University employs a number of highly qualified coaches and supports Loughborough's sports teams and individual athletes performing in National and International level competitions, in the British Universities and Colleges Sport (BUCS) Championships as well as supporting some of the countrys top athletes. Loughborough has won the BUCS overall title every year for the past 30 years. There are a significant amount of elite athletes currently training on the campus many of whom have the potential to compete at the London Olympics in 2012.
The University also operates in partnership with, and hosts on the campus, several Sports National Governing Bodies, the English Institute of Sport, and a number of other influential sports organisations.
We were delighted to announce, in mid April that Loughborough University has also been chosen as headquarters for Team GBs 2012 Olympic preparation.
The University has already announced previously that Japan will also be using Loughborough as their pre-Games training camps for their 2012 preparation.

Body responsible for appeal procedures
Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the point the information on the award of the contract is communicated with tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section I.1. If an appeal regarding the award of the contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
