Medical hospital services. 10 week referral to treatment (RTT) pathway for all Elective Care Secondary Care Services.

The Authority proposes to issue an invitation to tender to the Frimley Park Hospital NHS Foundation Trust, Portsmouth Road, Frimley, Camberley, Surrey GU16 7UJ, UNITED KINGDOM.

The Authority has a requirement for the provision of an inclusive, safe and patient-focused 10 week referral to treatment (RTT) pathway for the full remit of inpatient and outpatient elective care routinely delivered by the acute sector. For the avoidance of doubt all non elective care is excluded from this requirement.

The Authority requires an enhanced RTT pathway against that which the NHS is offering its civilian patient base in order that the maximum number of Service personnel are operationally effective.

To this end the Authority intends to pay NHS Tariff prices plus a delivery premia for achievement of a 10 week pathway. Where the pathway exceeds this criteria (i.e. > 10 weeks ) the care pathway will attract NHS Tariff prices only.

In addition the Authority has a requirement for the contractor to provide an operational priority service for military patients when required for national or NATO operational purposes.

In line with existing and future Dept of Health/NHS policy and initiatives the contractor will provide facilities which embrace National Service Frameworks and Care Quality Commission (CQC) requirements concerning the delivery of care.

The contractor shall provide to the Authority evidence that sound clinical governance procedures are being followed , clinical activity is audited and formal internal and external quality assessments are established practice and are of an approved standard.

The contractor shall demonstrate to the Authority that robust risk management and business continuity strategies are in place and provide evidence when requested or required.

The contractor shall provide performance monitoring data to the Authority within agreed timeframes on a monthly basis.

Engagement at frequent contract/performance review meetings ( a minimum of three times per years ) is required by the Authority.

    Period of contract: 1.4.2011 to 31.3.2013 ( 2 years).
