    Since 1986 the Contracting Authority (operating as Merseytravel) has been responsible for overseeing the provision of rail, bus and ferry services throughout the Merseyside area. Merseytravel is the operating name of two statutory bodies, the Integrated Transport Authority (ITA) and the Passenger Transport Executive (PTE). Our vision is ‘A World Class Organisation and a World Class Transport System’ with a mission ‘to promote an integrated transport network and improve the quality of life on Merseyside’.

    Our Activities.

    — Work with local partners to help implement the Local Transport Plan (LTP),

    — Subsidise socially necessary bus services,

    — Plan and procure rail services in the County and is the Franchising Authority for the train operator Merseyrail Electrics,

    — Maintain over 6000 bus stops and shelters, 6 staffed bus stations and 82 supported rail stations,

    — Own and operate the famous Mersey Ferries and the two Mersey Tunnels,

    — Own and operate the following visitor attractions; Spaceport, U-boat Story and The Beatles Story,

    — Provide a range a pre-paid and concessionary tickets,

    — Produce and distribute timetables, telephone travel information line and internet based systems,

    — Undertake strategic transport planning.

    The Corporate Marketing Service was established this year to provide an integrated marketing service across the entire organisation including the implementation of Merseytravel’s new brand strategy. The service provides marketing activity for both travel services /products and visitor attractions. To support the marketing activity from 2011, Merseytravel wishes to appoint two full service advertising agencies on two separate non-exclusive framework agreements with a duration of 3 years each (with an option up to an extra year at the contracting authoritys absolute discretion), one to support travel marketing and one to support visitor attraction & tourism marketing activity. The appointed agencies will be required to provide the following support:

    — Design - A comprehensive design service to support various campaigns across each sector. Previously this has included design services for press adverts, leaflets, direct mail, e-communications, TV and radio advertising,

    — Media buying - Agencies will be expected to provide a cost effective media buying service that maximises budgets,

    — Campaign Planning - Each agency will be expected to deliver a very high level of account management by a senior member of their team, who can contribute towards the strategic marketing development of the service. Agencies must be able to provide exceptional campaign planning skills which offer co-ordination and consistency of approach.

    The indicative agency spend for visitor attraction marketing in 2011/12 will be 250 000 GBP*.

    The indicative agency spend for travel marketing in 2011/12 will be 150 000 GBP*.

    *These amounts include estimated costs for media buying and.

    Overall budgets are subject to approval. The estimated costs shall vary throughout the framework agreement should any work be required under the agreement, however the contracting authority does not guarantee this amount and it will only commission the party when it deems necessary and subject to budgetary arrangements.     Service Providers are required to request a pre-qualification questionnaire for completion and submission to the contracting authority. Requests for pre-qualification questionnaires must be made out to the person detailed in Annex A.1 and completed and returned by 16:00 on 3.9.2010. Pre-qualification requests can be made by e-mail (Jonathan.Lamkin@merseytravel.gov.uk), and completed PQQ's returned by by email(Jonathan.Lamkin@merseytravel.gov.uk) or post. Contact details are contained in Annex A.1.

    The contracting authority envisages awarding two seperate single party framework agreements for travel marketing services and the vistor attraction & tourism marketing services. Each framework agreement is envisaged for a three year period with an option up to an additonal year at the contracting authoritys absolute discretion and shall be non exclusive agreement for these services.

    The Merseyside Integrated Transport Authority and any subsidiary companies of the Contracting Authority are entitled to call off under these framework agreements.

    The contracting authority reserves the right not to award or enter into any framework agreement's or call off contract(s) as a result of this tendering process.
