II.1.4)
Information on framework agreement
The main scope is to procure a fully integrated and web enabled HR, payroll and expenses system/solution for a shared service across 2 Authorities, which meets all HM revenue and customs payroll standards.
The required modules are core HR, absence management, management information, recruitment, health and safety, self service for both managers and employees, core payroll, expenses and P11D reporting, and learning and development.
Full product support and upgrades are also required. The 2 Authorities are looking for software providers who have a clear understanding of the requirements and risks associated with public sector bodies’ HR and payroll systems.
Primarily, the integrated system will support the employment of individuals across both Authorities who may be employed by one Authority but working across a shared service. This may involve reporting lines across more than one Authority and also employees with different sets of terms and conditions. Processes will be devolved where appropriate to satisfy user requirement and to support any future changes to structure.
Richmondshire and Hambleton District Councils hope to enter into partnership arrangements with other organisations for HR and payroll solutions in the future.
The contract duration will be for a minimum period of 60 months with the option to extend up to a further 60 months.
