    To employ the Vanguard Method to transform the Council to an alternative organisational and leadership design, based around System Thinking principles. To deliver service interventions based on the Vanguard model for Systems Thinking. The interventions will follow the Vanguard Check, Plan, Do model, preceded by a scoping exercise. To develop a culture of self managed change whereby staff are encouraged, supported and motivated to develop their own solutions to issues that result in improved customer service and satisfaction. To provide the necessary training, instruction and skills transfer in the Vanguard model that staff are empowered to routinely identify and fix inefficient working. To develop a leadership approach to training managers and providing them with the knowledge to sustain change and provide an enabling environment for further change to be developed. To develop a programme that integrates Systems Thinking within the leadership training programme. To provide an appropriate level of support at all times to ensure the successful completion of this proposal.
