    The British Bone Marrow Registry (BBMR) is a division of NHS Blood and Transplant.

    The requirement is to establish a commercial insurance policy to cover finally selected stem cell donors against the risks of the donation procedure. It will provide a mechanism for compensating donors who suffer an accidental injury, which is not the result of negligence.

    Insurers must demonstrate clear knowledge and understanding of the risks associated with stem cell donation.

    The BBMR supports UK and International stem cell transplantation programmes by recruiting volunteer unrelated donors from the blood donor population. They are tissue typed and then available to be searched by accredited Transplant Centres for patients with leukaemia and other blood disorders. The BBMR recruits potential donors between the ages of 18 and 50. Donors remain on the register until their 60th birthday.

    The source of stem cells for first and subsequent donations are from the Bone Marrow under general anaesthetic, or Peripheral Blood stimulated by Granulocyte Colony Stimulating Factor (G-CSF). Subsequent donations may also include blood lymphocytes.

    The BBMR is a member of the World Marrow Donor Association, a network of International registries who exchange stem cell products throughout the world. Donors may be recruited anywhere in the UK. All collections are performed at designated centres in the UK. Donors do not travel overseas.

    All donors have a full medical assessment to determine their fitness to donate. They are consented in accordance with the Human Tissue Act.

    The policy will commence on 1.1.2010. The projected number of stem cell donations in 2010 will be up to 175.

    Precise information on deadline(s) for lodging appeals: This authority (NHSBT – NHS Blood and Transplant) will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from Mrs Shirley Phillips, National Purchasing Manager Estates and Services, NHS Blood and Transplant, North Bristol Park, Park Way, Filton, Bristol, BS34 7QH.

    If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
