    South Northamptonshire Council is acting as the lead authority on behalf of itself, West Northamptonshire Development Corporation (WNDC) and Northamptonshire County Council (NCC) to procure a partner to deliver:

    — the comprehensive regeneration of the Moat Lane area in the town centre, and,

    — the redevelopment of the Springfields and Green Lane site in Towcester, Northamptonshire, and,

    — such other regeneration projects as the Council decides.

    The works project will include (but not be limited to) the following elements that are split into two lots as set out at Appendix B:

    — construction of new, and refurbishment of existing buildings for residential use,

    — construction of new, and refurbishment of existing buildings for hotel, leisure and food and drink facilities,

    — construction of new, and refurbishment of existing buildings for employment use,

    — construction of new, and refurbishment of existing buildings for retail use,

    — construction of new district council head quarters,

    — construction of new civic building (including a library and registrar’s),

    — construction of new decked car park; and,

    — new public realm and infrastructure.

    The contracting authority is looking to appoint a partner (which may be a consortium) on the basis of a comprehensive approach to both lots set out at Appendix B.

    — at Moat Lane the construction of new public realm and infrastructure in a pedestrian focussed environment and adjoining the recently restored Bury Mount and Watermeadows.

    The Moat Lane regeneration lot is based on the concept of expanding Towcester town centre and increasing the provision of town centre uses.

    The existing town centre is at capacity and there is a recognised under-provision of high-quality retail, leisure and employment space. This will become more pronounced as the town continues to expand as a result of the growth agenda.

    This lot therefore includes the provision of a new lifestyle / boutique hotel with ancillary food and drink facilities in a cluster of historic buildings with lands that form part of the Watermeadows and views over the historic church and restored Bury Mount. The hotel complex responds to an under-supply of high-quality accommodation and food and drink facilities in the area which benefits from immediate proximity to a number of major attractions including Silverstone, Towcester Racecourse and with the Cotswolds in close proximity.

    This lot includes the provision of residential units within a number of existing buildings and the construction of new units. The inclusion of residential space responds to strong demand for housing in Towcester and the ambition to create a mixed use scheme. The residential units will be a mix of large and small dwellings with dedicated parking and private outdoor space.

    This lot includes the provision of retail space within a number of existing buildings and the construction of new units along Moat Lane and on the pedestrian lanes linking Moat Lane to Watling Street. The inclusion of retail space responds to strong market demand in the town centre and a background of under-supply of space resulting from its historic nature. Towcester acts as a major rural service centre with a catchment that extends across a large affluent rural hinterland. Indicative of the level and type of demand, the town is already the location for a number of national boutique retailers.

    This lot also includes the provision of elements of employment and leisure space within a number of existing buildings and the construction of new space. Demand for small employment space in Towcester from small and lifestyle businesses is strong but there is only limited provision of space fitted out to meet modern, high quality standards.

    TITLE Civic Accommodation

    The civic accommodation lot (Lot 2) includes the following elements:

    — at Moat Lane the provision of a new district council headquarters for the contracting authority,

    — at Moat Lane the provision of a new civic building comprising a new library, registrar’s office, joint public service delivery space, cafe / restaurant / exhibition space, council chamber / conference venue, councillor facilities, office and ancillary space. Grant funding will be made available by Northamptonshire County Council as part of the Funding Agreement to support the development of this new building,

    — at Moat Lane the provision of a new decked car park off Northampton Road and adjoining small business space and formalised on-street parking,

    — the redevelopment of the vacated district council office site (Springfields) and adjacent Green Lane site.

    The civic accommodation lot is based on the requirement for new district and county council facilities, new community facilities and additional car parking to support the provision of the town centre uses described as part of lot one (1).

    The contracting authority resolved at the start of 2010 to relocate its headquarters from the existing site to Moat Lane. This lot therefore includes the construction of a new headquarters office building adjacent to Northampton Road that includes elements of residential and retail space. This building will contain council office uses, i.e. those uses that do not require direct public access. The council office will provide for around 180 FTE jobs and will form a major anchor to the Moat Lane regeneration project creating footfall that will support other commercial uses throughout the scheme. The main public facing council functions and democratic functions including the customer contact centre and council chamber will be located in the adjacent civic building.

    This lot includes the construction of a new civic building between the council headquarters described above and the restored Bury Mount. In addition to the district council customer facing and democratic functions described above, this building will include a new Towcester library and registrars that are operated by Northamptonshire County Council (NCC). Grant funding will be made available by NCC to part fund the development of this new building. The civic building will also include a cafe / refectory / exhibition space and small flexible office space. The district council chamber will be sufficiently flexible to be able to be used for a range of alternative uses such as conferences, events and performances and will require ancillary councillor facilities. The customer contact centre will be suitable for a range of public services that could include representation from a range of other public and third sector agencies. The civic building is designed to be an anchor for the Moat Lane regeneration project and generate significant levels of footfall that will support other commercial uses throughout the scheme.

    This lot includes the Springfields and Green Lane sites. Springfields is the site of the current district council headquarters and Green Lane is an adjacent green-field site with an extant residential allocation. The sites are located on the north west edge of Towcester and have good accessibility to the A43. The sites are surrounded by a large residential neighbourhood and Towcester Centre for Leisure.

    This lot includes the construction of a new decked car park on the site of an existing surface car park off Northampton Road. The plot includes the construction of employment space in a new gateway building.

    Towcester is one of two market towns in the district of South Northamptonshire. As part of the Government’s growth agenda, an urban extension is planned for the south of the town providing 3,000 new homes and 3,000 new jobs that will result in the town almost doubling in size. The Moat Lane regeneration and civic accommodation project is designed to strengthen the town centre in advance of this growth in order to provide enhanced levels of social, economic and environmental infrastructure to meet the growing needs of the town.

    The Moat Lane regeneration and civic accommodation project is a corporate priority for the contracting authority. Its objectives for the project are as follows:

    — preservation and enhancement of historic assets in the centre of Towcester,

    — regeneration of the town centre through appropriate new mixed development,

    — provision of improved facilities to support the planned growth of the town,

    — new district council head quarters.

    — new civic building (including a library and registrar’s).

    The contracting authority and its partners are committed to delivering the highest quality regeneration and development ahead of the expansion of Towcester. The contracting authority has entered into an informal partnership with West Northamptonshire Development Corporation and Northamptonshire County Council in order to pool funds and resources to progress the project. The contracting authority and its partners have already invested significantly in the project in order to incentivise private sector investment and to ‘de-risk’ the opportunity as follows:

    — site assembly underwritten by the public sector,

    — planning and feasibility including the preparation of the Moat Lane Planning Brief (2007) and an outline planning application and environmental impact assessment,

    — the delivery of two major new pieces of public open space (Bury Mount and the Watermeadows),

    — the preparation of a funding agreement that commits further public investment to the project.

    South Northamptonshire consistently features amongst the top twelve best districts in which to live in the UK. The strength of the district is characterised by:

    — significant allocated growth as part of the Milton Keynes South Midlands Growth Area; a proposal for an urban extension adjoining the southern edge of the town that will provide 3,000 new homes and 3,000 new jobs is well advanced.

    — above average earnings, house prices and educational attainment levels and access to a number of high-quality major education establishments,

    — proximity to the major regional centres of Milton Keynes, Oxford and Northampton,

    — access to major transport hubs / networks including the M1, M40, East Midlands Airport, Luton Airport, Birmingham Airport and is within one hour drive or train to central London,

    — above average numbers of residents in professional and managerial jobs and lower than average numbers in manual and sales jobs,

    — population growth of 14 % and employment growth of 16 % over 2001-2007,

    — the presence of a number of unique and growing economic sectors such as high performance engineering and motor sport with a number of F1 teams located around Towcester, clothing and fashion, creative industries and finance and business services.
