Information on framework agreement
Eurostar is seeking an IT service provider to provide all or a combination of the following services:
1. Network services: this service offering will include the provision of data network, voice and telephony services across all Eurostar locations in the UK, France and Belgium. It will also include the setting up, maintenance, and management of data networks to/from the Eurostar Data Centre facility and Disaster Recovery site. Network services are expected to be both wired and wireless depending on the location;
2. Service desk, desktop & field support: this service offering will encompass the provision of an internal service desk for 2 000 users in the UK, France and Belgium with multi-lingual capabilities in English, French, Flemish / Dutch. The service desk will be the single point of contact for all IS related queries and support. It will also encompass providing level 2 & 3 support across 15 Eurostar and remote locations as the case may be. The support will not only be for break/fix but also for IMACs, New Builds, CMDB etc. Management of 3rd party suppliers;
3. Data centre operations: this service offering will include the provision of a data centre facility for Eurostar systems and applications. It will include migration and/or virtualisation of the server environment, server OS management (Wintel, Unix), storage management, active directory & email management, disaster recovery & business continuity provisions, systems hosting, monitoring & maintenance of the IS estate for Eurostar as well as facilities management (power, cooling etc) for the same;
4. Eurostar.com hosting: this service offering will include hosting of the Eurostar nominated distribution systems, monitoring and maintenance of hosting infrastructure associated with the systems providing industry expected service standards;
5. Testing: this service offering will include testing services for applications / services for Eurostar users.
Expressions of interest are invited from suitably qualified and experienced organisations who wish to be considered for inclusion on a select list of bidders for the supply of an Information communication technology support services agreement.
It is expected that there will be necessity to include TUPE arrangements in the process and therefore applicants need to be conscious and embracing of this requirement. Applicants without TUPE capabilities should not apply.
Suppliers will need to have a strong presence in UK, France and Belgium and Eurostar will not look to consider those who do not meet this criteria.

Information and formalities necessary for evaluating if requirements are met: Suitably capable companies are invited to express interest in the process by sending a request in writing only to IS_EU_Procurement@eurostar.co.uk. In reply, Eurostar International Limited will in the first instance request a mutually binding Non Disclosure Agreement be signed and subsequently issue a PQQ (pre qualification questionnaire) in order to determine suitability to our requirements. Those shortlisted will be further invited to complete a formal proposal in order for Eurostar International Limited to determine the most suitable vendor(s) with which to engage.

Precise information on deadline(s) for lodging appeals: Eurostar International Limited will incorporate a minimum of 10 clear calendar days standstill period at the point of information on the award being advised to unsuccessful bidders in writing. This period allows for unsuccessful bidders to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two (2) working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of three (3) working days before the expiry of the standstill period. Such additional information should be requested from the contracting entity (see I.1 above). If an appeal regarding the award of the contract has not been successfully resolved, the Utilities Contracts (Scotland) Regulations 2006 (SSI2006 No.2) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rule to take action in the Sheriff Court of Session. Any such action must be brought promptly (generally within three (3) months). Where a contract has not been entered into, the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into, the court may only award damages. (The purpose of the standstill period referred to above is to allow parties to apply to the courts to set aside award decision before the contract is entered into).
