    Short description of the contract or purchase(s)

    Cambridge University Hospitals NHS Foundation Trust (Addenbrookes Hospital) wishes to replace three linear accelerators, and to replace or upgrade its Oncology Management System and Treatment Planning System. It is anticipated that the replacement programme will occur between 2011, 2012 and 2013.

    Expressions of interest are invited from companies able to supply all or part of the above (where offers can be for any or all of the lots 1-6 as shown below), and offer flexible creative approaches to funding this radiotherapy development, including capital purchase, operating lease and managed equipment service arrangements.

    The project includes the option for a turnkey solution involving the removal of existing equipment and preparation of the room prior to installation of the all new equipment.

    LOT NO: 1

    TITLE Treatment Planning System

  • 1)SHORT DESCRIPTION

    A treatment planning system to produce treatment plans for all non 'TomoTherapy' linear accelerators within the Radiotherapy Department. Based on the number of planning stations currently in use for ARPS and XiO we estimate that sufficient licences are required for 22 workstations to be in use simultaneously.

    The planning system will need the ability to plan the following types of treatment:

    a) Conformal radiotherapy for all body sites, planned from CT plus other imaging modalities.

    b) Other external photon beams, shaped with jaws or blocks or MLCs.

    c) The ability to plan electron therapy is desirable.

    TITLE Oncology Management System

  • 1)SHORT DESCRIPTION

    The Trust operates a 'Lantis' Oncology Management System with the following functionality:

    a) a record and verifying system on 'Siemens' and 'Varian' linear accelerators.

    b) a booking system on other equipment (i.e. 'TomoTherapy', 'Pantak', HDR and CT),

    c) an appointments and resource booking system for planning and mould room etc.

    d) report generation for contractual and operational use

    e) interface to the Treatment Planning System and to the portal imaging and CR systems.

    Any replacement or upgrade system must deliver this functionality and interface with 'TomoTherapy' devices and whatever new radiotherapy devices and systems are acquired as part of the replacement programme. Interface to existing IBA diode system is also required.

    The system should support the industry standard DICOM and HL7 interfaces to allow interfacing with other systems currently on the market, in particular the current hospital PAS system. Additionally the system should support some form of direct read-only database query method to enable other systems to mine the data that is contained with in the database and the database schema should be made available if required.

    At least two of the devices with ability to perform volumetric imaging combined with conformal (non-IMRT) radiotherapy., with breathing gate.

    The MLC spacing at isocentre should not exceed 6.25mm over the central portion of the beam, but can be 10mm in the outer portion of the beam.

    Standard features such as portal imaging with aSi panels available on standard linear accelerators.

    Ability to transfer patient in the event of breakdown.

    Precise information on deadline(s) for lodging appeals: This Trust will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1.

    If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI 2006 No 5)(for Utilities) utilities contracts Regulations (SI 2005 No.6) (delete where appropriate) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
