Information on framework agreement
Wandsworth Borough Council is inviting suitably qualified and experienced organisations to express an interest in being considered for the provision of a computer system to the Council's Technical Services Department. The contract will be for an initial period of 5 years. Further mutually agreed extensions may be possible up to a maximum of a further 5 years, in accordance with the contract terms.
The Contractor will be expected to provide, install, implement, maintain and support a web-based computer system which will hold details of multi million pound budgets in various technical areas, providing project management capability, but also holding a detailed breakdown of projects and jobs at individual cost level, full stock and purchasing management and vehicle workshops monitoring. In addition, the system must have mobile working capability including the ability to hold GIS data and information relating to the Traffic Management Act 2004. Interfaces with a number of existing Council systems will be necessary.

Information and formalities necessary for evaluating if requirements are met: Organisations wishing to be considered for selection to tender are required to complete a pre-qualification questionnaire (PQQ) which can be obtained from details as in section I.1. The completed PQQ and additional information must be returned by 12:00 Noon Friday 27.8.2010.

Objective criteria for choosing the limited number of candidates: Selection for inclusion within the tender list will be based on the following criteria:
(1) Evidence of at least 5 years experience of similar contracts enabling the Council to obtain suitable references. Site visits may be required;
(2) Proven technical competence and capability in providing a similar service including system/database administration, maintenance and support for the software application;
(3) Compatibility with the Council's IT network and infra-structure;
(4) Adequate disaster recovery capability;
(5) Sufficient suitably qualified staff;
(6) 3 years of acceptable financial accounts and suitable insurance cover. Public Liability to a minimum of 5 000 000 GBP per occurrence, employers liability to a minimum of 10 000 000 GBP, professional indemnity to a minimum per claim of 2 000 000 GBP. (or statements that these will be obtained if awarded the contract);
(7) An annual turnover equivalent to at least twice the contract value;
(8) A sound record of quality standards including complaint handling;
(9) Sound policies as required including health and safety and equalities;
(10) A sound record of data protection and confidentiality;
(11) Copy of your Business Continuity Plan. It is intended to limit the tender list to a maximum of 6 companies. If more than 6 companies fulfil the selection criteria, those scoring the highest number of points on the evaluation criteria in the PQQ will be invited to tender.
Applicants are advised that references will be obtained in writing from the three referees and site visits may be required. It is the applicant's responsibility to ensure that their referees respond within the timescale and that suitable reference sites are provided.

Body responsible for appeal procedures
Precise information on deadline(s) for lodging appeals: Wandsworth Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of a contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Council before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. If required such information should be requested from the person detailed under 1.1.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. [The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into].
