SECTION II.A: OBJECT OF THE CONTRACT (WORKS)
Coal bed methane - (i) onshore drilling and (ii) testing.

Centrica Energy Upstream has plans to develop coal bed methane on petroleum and exploration development licences (PEDL’s) within South Wales. This is envisaged as a phased project initially consisting of feasibility studies, exploration drilling using vertical wells, followed by site appraisal possibly employing horizontal drilling techniques. Feasibility studies are ongoing and planning permission for a number of well-sites is currently being sought. A programme of work is currently being developed and it is anticipated that this will consist of a combination of drilled and cored holes followed by mini-pilot tests at some of these well-sites.
It is anticipated that there will be separate contracts for drilling and testing however, a single contractor could be awarded both contracts subject to proven experience and capabilities and capacity to carry out the work. Direct contracts with specialist providers will be considered, however, where contractors do not have the full capabilities in-house Joint Ventures can be undertaken with other contractor(s) who compliment their proven experience, skills and capabilities to enable a complete service to be provided.
The form of contract is not yet finalised, and will be decided subject, in part, to the response from the market. Further engagement with the market will take place to explore the optimum compensation methodology and methodology for undertaking the workscope most appropriate to Centrica achieving their objectives, bearing in mind that many of the recent innovations in Coal Bed Methane have taken place internationally.

SCHEDULED DATE FOR START OF AWARD PROCEDURES AND DURATION OF THE CONTRACT

To date feasibility studies have been carried out to identify zones of interest within the petroleum and exploration development licences (PEDL’s) in South Wales. This has enabled 12 well-sites to be identified for which eight are currently in the planning application process and 4 may follow. We are developing a programme to drill and test some of these wells in 2011, testing will consist of mini pilot tests within the lower and middle Coal Measures strata. The geological prognoses indicate drilling to depths of between 800 and 1 200 m, the anticipated casing scheme is a 13 3/8†surface conductor, 9 5/8†to Upper Coal Measures and 7†liner to TD. We envisage exploration wells will be cemented and perforated followed by mini-pilot tests. All the ancilliary services will be required to be provided under the workscope(s) of (i) Drilling and (ii) Testing including, but not limited to the following :
— Well-site geology/mud logging,
— Wireline logging,
— Downhole pumps,
— Cementing,
— Drilling fluids,
— Surface testing and flaring equipment,
— Liquid Waste disposal,
— Site preparation and logistics,
— Drill bits & drilling tools,
— Well-heads,
— Air drilling, coring and rotary drilling,
— Provision of drilling rigs,
— Personnel and site supervision.
Contractors will be required to demonstrate proven experience in similar workscope(s) and suitable Health and Safety, Environmental and Quality systems. There is a degree of flexibility as to how the drilling programme is structured and executed and interested parties, who are suitably qualified and experienced, are invited to contribute ideas as to the optimum techniques to be employed.

Questionnaire.
A. Drilling workscope
1. Please provide evidence of proven experience of drilling wells to a depth of at least 1 200 m. This should include all contracts undertaken where contractor has drilling onshore wells to a depth of at least 1 200 m, detailing client, location, duration, description of workscope and any Joint Ventures and/or Major Subcontracts.
2. Please provide details of your current workload and anticipated workload for all contracts at the enquiry/tender stage. Where drilling rigs utilised for current or anticipated contracts the availability/supply of these should be included. Contractor should demonstrate that this contract including the supply of drilling rig can be included within your current and projected portfolio. Please also include technical details of the drill rig and supporting equipment that are available to undertake the work.
3. Please provide details of previous experience of Coal Bed Methane projects. This should include, as a minimum, brief details of the project, dates, description of workscope, location and client details.

B. Testing Workscope
1. Please provide evidence of proven experience in testing onshore wells to a depth of at least 1 200 m. This should include all contracts undertaken where contractor has tested onshore wells to a depth of at least 1 200 m, detailing client, location, duration, description of workscope and any Joint Ventures and/or Major Subcontracts.
2. Please provide details of your current workload and anticipated workload for all contracts at the enquiry/tender stage. Contractor should demonstrate that this contract can be included within your current and projected portfolio. Please also include technical details of the equipment that you would propose to perform testing works and typically those activities that may be sub-contracted to others.
3. Please provide details of previous experience of Coal Bed Methane projects. This should include, as a minimum, brief details of the project, dates, description of workscope, location and client details.
