    Short description of the contract or purchase(s)

    Elemental Partnering’ is the name the Council has given to the arrangements we want to implement and develop with our suppliers for building and services maintenance and minor works services over the next 2 - 4 years.

    North Lincolnshire Council are seeking to appoint a number of constructors for the programme of repair, maintenance and minor works and other related services. These constructors will be known as “Elemental Partners”.

    We aim to put in place a long-term partnership based framework agreement lasting potentially up to four years with a small number of suppliers. The aim of these agreements will be to help us deliver our building and services related repair and maintenance function, which includes minor construction works to our non-housing buildings together with any privately owned buildings that we may be involved with The council, currently has approx 250 main sites and supports 82 Schools. In turn, the Council hopes to raise the levels of value and performance received from our suppliers and delivered to our building users. The framework will be based upon the NEC Terms and Conditions.

    It is envisaged that the elements will be packaged in the following lots and are not prescriptive to:

    Tranche 1.

    Lot 1) Roofing maintenance and minor works (Bituminous) - SCMS reference 13111.

    Lot 2) Roofing maintenance and minor works (Tiled/Slate) - SCMS reference 13112.

    Lot 3) Roofing maintenance and minor works (Metal) - SCMS reference 13113.

    Lot 4) Fire alarm systems and maintenance - SCMS reference 13114.

    Lot 5) Intruder alarm systems and maintenance - SCMS reference 13115.

    Lot 6) Legionella/water hygiene risk assessment and monitoring - SCMS reference 13116.

    Tranches 2 and 3 shall follow in the current financial year that aims to have a range of elemental partners in place for 1.4.2011.

    The size and content of the packages has been reviewed to incorporate relevant feedback received during the procurement process.

    Our intention is to incorporate partnership working and performance management into all elements of what we do – from end-user to sub-contractors. This ranges from programming delivery of work to reduce lead-in times and maximise workflow, through to suppliers involvement in the design process to help us find the best practical solutions to maintaining and developing our buildings.

    North Lincolnshire Council recognises that in order to meet the aims of Elemental Partnering that a close and effective working relationship will need to be fostered with all members of the supply chain.

    The framework arrangement (4 years) provides the opportunity for systems and procedures to be implemented and for best practice to be shared.

    The key requirements of the supply chain are summarised as follows:

    — effective strategic management,

    — appropriate pre-work involvement (for the larger projects),

    — high standards of delivery.

    To deliver the above, the Council will be appointing one contractor per lot, to foster the above objectives.

Each lot will include individual works from 0,01 GBP-50 000 GBP nominally with a 10 % tolerance, where the council may exercise requirements through its approved list of contractors. This is based at current funding levels and April 2008/9 base date price indexes. However, the value is indicative and may fluctuate according to council funding and contractor performance.
