    It is envisaged that the contracts will be awarded for an initial period of Three (3) years. The Carbon Trust reserves the right to extend the contract for one period of up to 24 months or two periods of up to 12 months each.

    — bribery,

    — fraud,

    — money laundering.

    We are also likely to exclude service providers and/or individuals from participation on the following grounds:

    — if they are insolvent or have any insolvency proceedings commenced against them,

    — if they are convicted of a criminal offence relating to the conduct of their business or profession,

    — if they have committed an act of grave misconduct in the course of their business or profession,

    — if they have not fulfilled obligations relating to the payment of social security contributions,

    — if they have not fulfilled obligations relating to the payment of taxes,

    — if they are guilty of serious misrepresentation in providing any information required by the Carbon Trust.

    Information and formalities necessary for evaluating if requirements are met: The service provider is required to fully complete a pre-qualification questionnaire (PQQ) which must first be requested from the contact point in section I.1 of this Contract Notice and submitted no later than the deadline stated in section IV.3.4 of this Contract Notice. All corporate information required must be detailed in full in the PQQ. Partial completion of the details pertaining to this section may disqualify the services provider from participating further in the procurement.

    Information and formalities necessary for evaluating if requirements are met: The service provider is required to fully complete a pre-qualification questionnaire (PQQ) which must first be requested from the contact point in section I.1 of this contract notice and submitted no later than the deadline stated in section IV.3.4 of this Contract Notice. All economic and financial capacity information required must be detailed in full in the appropriate PQQ section. Partial completion of the details pertaining to this section may disqualify the services provider from participating further in the procurement.

    Requests to participate are to be made through the completion of a Carbon Trust pre-qualification questionnaire (PQQ) which must be submitted in electronic format only to the contact point e-mail address detailed in section I.1 above. To obtain the PQQ operators must first e-mail Technicalsupportservices.ojeu@carbontrust.co.uk stating" Provision of Technical and Customer Services to the Carbon Trust" in the subject field.

    A supplementary Information Pack (SIP) will be issued to operators in conjunction with the PQQ in order to provide additional information pertaining to the services provision required and give further detail about the procurement process.

    A bidders briefing will also be held for interested parties on 11.8.2010. Operators must register for the bidders briefing by applying to the Technicalsupportservices.ojeu@carbontrust.co.uk mailbox stating"Bidders Briefing for Technical and customer services provision" in the subject field and further details of the briefing session will be provided at that point.

    The Carbon Trust reserves the right not to award a contract or to award part of a contract only. The costs of tendering shall be the responsibility of bidders.

    You are further advised that the entire Carbon Trust and all of its Group companies and subsidiaries may benefit from any contract(s) that arise from this procurement. This currently includes, but may not be limited to in future group restructuring:

    Lodging of appeals

    Precise information on deadline(s) for lodging appeals: The Carbon Trust will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.

    The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
