    The requirement under this contract is to produce and deliver all force printed forms. This will be to approximately 52 locations within Kent and will include 165 different forms. There will be multiple locations within Essex and 1 000 forms. Further information will be provided if Essex Police Authority choose to utilise this contract.

    2. Express an Interest in the tender:

    — login to the portal with the username/password,

    — click the “PQQs/ITTs Open To All Suppliers” link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier),

    — click on the relevant PQQ/ITT to access the content,

    — click the “Express Interest” button in the “Actions” box on the left-hand side of the page,

    — this will move the PQQ/ITT into your “My PQQs/ My ITTs” page. (This is a secure area reserved for your projects only),

    — you can now access any attachments by clicking the “Settings and Buyer Attachments” in the “Actions” box.

    3. Responding to the tender:

    — you can now choose to “Reply” or “Reject” (please give a reason if rejecting),

    — you can now use the ‘Messages’ function to communicate with the buyer and seek any clarification,

    — note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ITT,

    — there may be a mixture of online and offline actions for you to perform (there is detailed online help available).

    Economic and financial capacity

    Information and formalities necessary for evaluating if requirements are met: Interested parties are required to complete the Pre-Qualification Questionnaire published on the Bravosolution website. This includes submission of three years audited accounts (including holding company if applicable), name and address of bankers (if requested), insurance details and other information as set out in the PQQ. A credit reference agency check will also be undertaken.

    Interested parties are required to complete the Pre-Qualification Questionnaire published on the Bravosolution website. Within the PQQ interested parties will be asked to evidence, but not be limited to, the following:

    1) details of similar contracts including value, types and recipients;

    2) details of references;

    3) details of commercial and technical facilities;

    4) company organisation details;

    5) details of quality procedures and accreditation;

    6) environmental policies;

    7) health and safety policies;

    8) diversity and other employment policies.

    Justification for the choice of accelerated procedure: Due to the failure of the previous procurement process, which was beyond the control of the Authority, Kent Police Authority has an urgent need to put a contract in place for this requirement.

SECTION VI: COMPLEMENTARY INFORMATION

    ADDITIONAL INFORMATION

    1. The Contracting Authority intends to use an eTendering system in this procurement exercise.

    2. The contract duration stated in II.3 of 60 months includes two 12 month optional extension periods.

    3. The contract value stated in II.1.4 is for the life of this contract (36 months), it does not include two optional 12 month extensions. This figure also includes the potential value for Essex Police. Prospective Contractors should note that this additional volume cannot be guaranteed as Essex Police Authority have not confirmed that they will definitely be using this contract.

    4. The contract shall be formed in England and subject to English Law. The contract is subject to the exclusive jurisdiction of the English Courts.

    5. Interested parties wishing to be considered for appointment as a provider of these services should submit a completed PQQ in compliance with the instructions and within the prescribed deadline.

    6. All discussions, correspondence and meetings will be conducted in English.

    7. Kent Police Authority reserves the right not to make any award and reserves the right to accept all or part of any tender.

    8. The Freedom of Information Act (FOI) applies to Kent Police Authority. If any interested parties consider that any information supplied by them is either commercially sensitive or confidential in nature this should be highlighted and the reasons for its sensitivity specified. In such cases the relvevant material will, in response to FOI requests, be examined in light of exemptions provided for in the Act.

    Precise information on deadline(s) for lodging appeals: The Kent Police Authority will incorporate a minimum 10 calendar day standstill period at the point information relating to the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered in to. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought Promptly (generally within three months).
