    Short description of the contract or purchase(s)

    Re:allies have jointly procured framework agreements, for the provision of materials for various internal and external property works. Details of the lots and successful companies are included in section V.

    The framework agreements have been put in place for a maximum period of 4 years from 1.8.2010 and will primarily be utilised for housing programmes.

    The following organisations are entitled to utilise the framework agreements, as and when required:

    1. Procure Plus' partners, members and customers, both current and future;

    2. Lancashire Housing Partnerships partners, members and customers, both current and future;

    3. Cumbria Housing Partners partners, members and customers, both current and future;

    4. PPAL partners, members and customers both current and future;

    5. neprocurement partners, members and customers both current and future;

    6. Efficiency North (with St Leger Homes Doncaster as the lead Contracting Authority) partners, members and customers both current and future; and

    7. Other Partners partners, members and customers, both current and future. This may include any registered social landlord in the UK, a full list of RSL's can be found via the following link - http://www.tenantservicesauthority.org/server/show/nav.490.

    The ensuing framework agreements are available for access by one or more Local Authorities including Unitary Authorities, Local Government ALMO’s, Registered Social Landlords, any other category of Social Landlord.

    For more information about the clients involved within this procurement please see Additional Information at Section VI.2.

    The organisations listed or referred to above have requirements predominantly within the North of England including North and East Midlands, however those with stock in other areas of the UK may utilise this Framework for those properties.

    Materials are primarily for planned maintenance and investment programmes, however it is envisaged that supply of materials may be required for other activities such as New Build programmes and responsive repairs, this list is not exhaustive and materials may be used for other activities over the life of the framework.

    Re:allies are going to work with the successful suppliers over the life of the framework to ensure the product range incorporates environmentally friendly / energy efficient / sustainable products.

    The frameworks entered into will be managed by the Contracting Authorities outlined, and all partners, members and customers either current or future, will be entitled to call off individual contracts pursuant to the framework agreement. Any such contract will be held, managed and supervised by the individual member organisation making the call-off.

    Notwithstanding the above, applicants should note that, under the framework agreement, none of the organisations that are entitled to use the framework agreement shall be under any obligation to do so with framework partners.

    Valueworks were Re:allies' chosen supply chain integrator and were engaged to assist Re:allies in carrying out this procurement exercise.

    Re:allies is a strategic collaboration, representing Procure Plus in association with Lancashire Housing Partnership, Cumbria Housing Partners, PPAL, neprocurement, Efficiency North (with St Leger Homes Doncaster as the lead Contracting Authority) and other consortia meeting the interests of their various clients who are located across the whole of the UK, but are predominantly based in the North of England including the North and East Midlands. Re:allies offers opportunities for consortia to share best practice and undertake joint sourcing exercises.

    Re:allies have jointly procured Framework Agreements, for the provision of materials for various internal and external property works. Materials are primarily required for planned maintenance and investment programmes, however it is envisaged that supply of materials may be required for other activities such as New Build programmes and responsive repairs, this list is not exhaustive and materials may be used for other activities over the life of the Framework. Re:allies intend to work with the successful suppliers over the life of the Framework to ensure the product range incorporates environmentally friendly / energy efficient / sustainable products.

    Procure Plus is a consortium of social housing providers with stock primarily in the North West, who work with Manchester Solutions (who provide employment and skills delivery services), and Manchester Enterprises (the economic development agency for Greater Manchester) as well as several other regional and national agencies.

    Procure Plus will generate efficiencies and impact local labour markets by working together to jointly procure a wide range of goods and services. Procure Plus is keen to expand its’ influence in the North of England, much as it has done with its initiatives in Lancashire, Cheshire, Staffordshire, Shropshire and Cumbria areas, where current suppliers benefit from volumes above and beyond those in the Greater Manchester area.

    The members of Procure Plus are responsible for the upkeep of in excess of 195 000 properties. It is expected that the members of Procure Plus will collectively invest over £1.5 billion in the repair and upkeep of properties between now and 2012/13 and it is anticipated that a substantial proportion of this will be channelled through Procure Plus.

    Procure Plus' members and customers include many of the major RSLs, LSVTs, ALMOs and local authorities in the North West region. Further details on Procure Plus and its members can be found at www.procure-plus.com.

    Lancashire Housing Partnership is a regeneration company limited by guarantee i.e. not for profit. It is a consortium of social housing providers with stock in Lancashire and works in association with Procure Plus.

    Lancashire Housing Partnership aims to generate efficiencies and impact the local labour market by working collaboratively to procure construction materials and contractors for their client’s maintenance and investment programmes. As a consortium, the clients of Lancashire Housing Partnership will leverage their volume and expenditure in order to achieve this.

    It is expected that the clients of Lancashire Housing Partnership will collectively invest over 80 000 000 GBP in the repair and upkeep of properties between now and 2012/13, and it is anticipated that the majority of this will be channelled through Lancashire Housing Partnership.

    Procure Plus has established a relationship with Cumbria Housing Partners, a company limited by guarantee i.e. not for profit which is a consortium of organisations with social housing interests across Cumbria.

    This consortium has been formed with the aim to deliver significant benefits to both residents and the wider community by helping to support and sustain the local economy through collaborative procurement. Members of the Cumbria Housing Partners include RSLs, ALMOs, LSVTs and Local Authorities and together they are responsible for the repair and upkeep of over 23 000 properties.

    Neprocurement is a recently formed consortium of Social Housing Landlords with interests in the North East of England. neprocurement is currently made up of 12 organisations comprising LSVT's, ALMO's and traditional housing associations. The members collectively own over 100 000 properties in the North East of England, with a geographical spread from Blyth, westwards to the Durham area, and south to include the Redcar area and locations in between. There are also properties the Yorkshire, Scarborough, Whetherby and Whitby areas.

    Efficiency North is funded by the Department for Communities and Local Government’s Beacon Peer Funding programme and the Regional Improvement and Efficiency Partnership. The vision of Efficiency North is to be recognised across the region as the practitioner’s network for Best Practice in Housing Maintenance and Construction. Members of Efficiency North include local authorities and their Arms Length Management Organisations, Registered Social Landlords with housing stock across the Yorkshire and Humber, North and East Midlands.     It is anticipated that other public sector organisations within the North of England and other areas of the UK, may wish to either join the consortium in the future, or become partners or clients of Re:allies.
