    Riverside (acting on behalf of itself and Sandwell Metropolitan Borough Council) are seeking to appoint.

    A suitably qualified contractor to provide a range of grounds maintenance services in relation to an estate portfolio of tenanted and leasehold properties which numbers approximately 1 000 dwellings. Additional information is set out in a memorandum of information ("MOI") which is available on request.

    ADDITIONAL INFORMATION

    A PQQ must be completed and returned with the request to participate. To obtain a PQQ please contact Graham Sidaway at gsidaway@arkconsultancy.co.uk.

    Bidders can request a PQQ until 5 days before the deadline for submission. The contracting authority will not accept request’s for PQQ’s after this date.

    Bidders who request a PQQ will also be provided with an MOI which provides outline information in relation to the services being procured, including (but not limited to) the proposed works, service delivery and performance indicators.

    The contracting authority is seeking to establish a 5 year contract with an option to extend, at the contracting authority's sole discretion, for additional period of 2 years. Accordingly, the maximum permitted term of the contract is 7 years.

    The potential value of the contract to be let is between GBP 750 000 - GBP 1 000 000.

    All tender costs and liabilities incurred by bidders shall be the sole responsibility of bidders.

    The contracting authority reserves the right to (i) award the contract in whole or in part, (ii) award the contract to one bidder or a number of bidders, (iii) annul the tendering process and not award any contract/s.

    All documents to be priced in sterling and all payments made in sterling.

    Lodging of appeals

    Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 15 calendar day standstill period at the point information on the award of the contract is communicated to bidders. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the final contract is entered into. Bidders have 2 working days from the notification of award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5)/ provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court. (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
