The establishment of a framework agreement

The framework agreement is comprised of lots for the following services:
Lot 1) Recruitment advertising and strategic HR services.
Lot 2) Executive search and selection service.
Lot 3) Assessment and testing service.
The framework will be available for members of the LCSG or associate members who join during the life of the contract. The contract will be let for 2 years with the option of two further one-year extensions at the sole discretion of the contracting authority.
The framework consists of activities that will be provided to all participating organisations. The activities are divided into three lots. Tenderers are invited to bid for any and/or all lots. LBRP partners are able to choose from the lots appropriate to their local business needs and can adopt any of the lots or combination of lots during the life of the framework. This lot is to meet partners’ requirements for an independent assessment and testing supplier who can provide total assessment and testing solutions, or who can supply a range of recommended tests for partners to use on a ‘pick and mix’ basis.

Suppliers must be able to offer both a search and selection service for both permanent recruitment and interim placements for posts with salaries of ore than 50 000 GBP.

This lot will establish a framework of up to 5 suppliers who partners will invite to bid for search and selection assignments for both permanent appointments and interim placements.

It is envisaged that between 8 and 10 qualified suppliers will be invited to tender.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
The contracting authority reserves the right to require deposits, guarantees, bonds or other forms of appropriate security. These instruments will be detailed in the invitation to tender.
The suppliers will invoice individual partners for payment.

It is the view of the contracting authority that TUPE regulations may apply to the transfer from contractor A (current supplier) to contractor B (new supplier) in the event of a change of supplier. Alternatively a new partner could join the framework which may also necessitate transfer of staff.
It is the responsibility of the tenderers to take their own legal advice on the applicability of the TUPE regulations.

(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.
(2) An indication of the proportion of the contract which the services provider intends possibly to subcontract.
In lot 3 assessment and testing, relevant staff - as set out in the pre-qualification questionnaire - to be qualified to the minimum level: assessors - BPS Level A & B and administrators - BPS level A qualified.

The procurement arrangements will be managed through the London Borough of Merton’s procurement team in conjunction with the HR shared service between LB Sutton and LB Merton.
