    The Disposal Services Authority (DSA) of the UK Ministry of Defence (UK MoD) has a requirement for the provision of a complete disposal service within the UK (Great Britain and Northern Ireland) covering the disposal of scrap metal and used lead-acid batteries. Whilst disposal will predominantly occur at MoD locations, the DSA also offers the services provided by its contractors to UK public sector bodies including central government departments and their agencies, non departmental public bodies, NHS Bodies, local authorities, police and emergency services authorities. Further details regarding the organisations which may use the services provided by the future contract will be given at the pre-qualification questionnaire (PQQ) stage.

    The requirement is for a complete disposal service for scrap metal and used lead-acid batteries which will include:

    a. collection and transportation within agreed timescales, from MOD and non-MOD locations throughout the UK.

    b. the supply of appropriate transportation and storage media for on-site storage prior to collection.

    c. the storage of materiel at suitable premises prior to recycling/sale

    d. the marketing and sale of the materiel wherever appropriate

    e. de-militarisation of certain materiel by shredding, fragmentation, or smelting at a List X cleared facility.

    f. on-site de-commissioning, removal and demolition work.

    There will be an emphasis on re-use and recycling wherever possible. The selected contractor shall be required to explore recycling initiatives where they are economically and environmentally advantageous. The DSA is prepared to consider innovative ideas in respect of the requirement. It is the Authority’s intention to minimise the cost of collection and storage by maximising returns from resale and recycling and sharing the revenue generated from this with the contractor at an agreed percentage rate.

    The selected contractor shall be certified to ISO 9001:2008 (The Quality Standard) and ISO 14001:2004 (The Environmental Standard) (what about ISO 18001) and in possession of all appropriate licences allowing the collection, transport, storage and disposal of any goods arising from the contract, and shall ensure full compliance with all relevant environmental and Health & Safety regulations and legislation appertaining to all work required under the terms of the contract.

    The intended contract shall be an enabling contract of 4 years duration. As guidance only, based on historical usage, the intended contract has an estimated gross value of 7 500 000 GBP over 4 years. However, the MoD cannot guarantee either the volume or the value of materiel declared against the future contract. Although tenderers will be invited to bid for the United Kingdom as a whole, the Authority may split the UK into 2 or 3 regions, awarding separate contracts for each. The DSA is prepared to consider innovative ideas on the size and scope of these regions and the use of subcontractors to cover the whole geographical area.

    During the period of the proposed Enabling Contact (or framework agreement) the Authority will be moving to a prime vendor disposal solution (PVDS) which may include items within the scope of this notice. If transition arrangements to PVDS Contract arrangements overlap with the proposed enabling contract (or framework agreement) the Authority may significantly reduce or cease declarations under the enabling contract (or framework agreement), require the supplier to meet declarations raised under PVDS or assign or novate the enabling contract (or framework arrangement) to the PVDS provider.
