      In advance of expiry of the existing contract for independent sector Treatment Centre services in the Outer North.

      East London area (known as “North East London Treatment Centre”), NHS Barking & Dagenham (for itself and on behalf of NHS Havering, NHS Redbridge and NHS Waltham Forest is seeking offers from potential bidders to deliver a range of health care services to meet, in conjunction with the Contracting Authority, the commissioning requirements of the local health economy.

      The successful bidder will perform the services from the existing Treatment Centre located within the grounds of King George Hospital, Barley Lane, Goodmayes, Essex, IG3 (the “Treatment Centre”) and the successful bidder will be granted a lease of the Treatment Centre. The Centre is equipped with two laminar flow theatres, 3 general theatres and one ophthalmic theatre. There are 24 day beds, 22 in-patient beds and 5 consulting rooms.

      While the scope of activity to be delivered from the Treatment Centre may vary during the term of the contract, it is currently anticipated that it will include, but not be limited to, an easily accessible range of health care services including out-patient, diagnostic and elective procedures for general surgery, orthopaedics, oral surgery, ophthalmology, ENT and gastroenterology.

      The ONEL Cluster is seeking to improve quality and value for money through this procurement exercise. Bidders will be invited describe how they will deliver a proportion of the outpatient appointments at below tariff where it is appropriate for patients to receive the care they clinically require without receiving traditional consultant-led appointments, as defined within the nationally mandated tariff. To achieve this bidders will be asked to develop in their ITN responses care pathways which enable patients to receive the care they clinically require in both traditional and innovative settings, for example nurse led or consultant supervised care. Bidders will also be asked to describe how they would work with the public, GPs and local acute providers to attract patients and respond quickly to ONEL’s priorities.

      It is assumed that Daycase and elective procedures will be paid for at PbR tariff. However, as the tariff is based on the average mixture of complexity of services, where a particular service being delivered is different from the normal casemix range, perhaps because of contractually agreed patient exclusion criteria, commissioners would be looking to pay at less than the tariff price if the difference is so significant that it amounts to a change in service provision.

      Provision of such services by the selected bidder will be free of charge to NHS patients and payment will be made by the referring Primary Care Trust (PCT). Potential bidders should refer to the relevant clauses in the NHS standard contract for acute hospital services in relation to price and payment mechanism.       As set out in the NHS standard contract for acute hospital services, prices will be calculated in accordance with the national tariff plus the market forces factor (MFF) for all services to which the national tariff applies. It is currently intended that the MFF will be calculated by reference to the MFF applicable to the nearest NHS Acute or Foundation Trust to the Treatment Centre. Contract value is expected to be in the range of 11 000 000 GBP - 18 000 000 GBP; and the proposed service commencement date is the 29.12.2011.

      The volume of activity for the successful bidder will be dependent on patient choice. The successful bidder will be included on a national menu of choices for clinical services to NHS patients. Their success will be dependent upon the quality and flexibility of the service offered and their ability to attract NHS patients.
