    The Cwm Taf Local Health Board (the "Health Board") seeks, as part of its integrated healthcare strategy for primary care premises, to appoint a suitably qualified developer/contractor to design and build a new healthcare resource centre (the "Centre") at a suitable location to replace the three current GP practises in the Aberdare area whose premises are no longer fit for purpose. In addition to providing GP services to the local population, the Centre will also provide community dental and health services. The appointed contractor will be required to grant the LHB a head lease for a minimum period of 20 years. It is envisaged that the development costs will be funded over the term of the lease by way of rental payments. Further details are set out in the memorandum of information (MOI) which is available on request (see section V1.3 of this notice).

    The PQQ must be completed and returned with the request to participate. Instructions for registration of interest and obtaining both the MOI and PQQ are detailed at the end of this advertisement, using electronic tendering via BRAVO systems. Bidders can request a PQQ until 5 days before the deadline for submission. The contracting authority will not accept request's for PQQs after this date.

    Bidders who request a PQQ will also be provided with the MOI which will provide outline information in relation to the procurement of the Centre,

    All tender costs and liabilities incurred by bidders shall be the sole responsibility of bidders.

    The contracting authority reserves the right to award the contract in whole or in part, or annul the tendering process and not award any contract.

    All documents are to be priced in sterline and all payments made in sterling.

    In relation to Section 11.1.9 above - variants will be accepted to the extent permitted (if at all).

    Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to bidders. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the final contract is entered into. Bidders have 2 working days from the notification of award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from your procurement lead. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court, (England, Wales and Northern Ireland). Any usch action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and pay award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
