    The Lee Valley Regional Park Authority (LVRPA) wishes to appoint a consultancy/agency with experience in the delivery of visitor/customer tracking research in order to aid the Authority in delivering improved customer performance.

    The LVRPA is seeking a consultancy/agency with an in-depth knowledge and experience of all aspects of the development and delivery of customer research.

    This will include:

    — To measure customer/visitor satisfaction levels and profile visitors across sites/facilities randomly through the year,

    — To track changes over time by comparing responses on a quarterly and annual basis,

    — To monitor customer feedback, positive or negative, on topics customers may have raised, thus highlighting areas of concern at an early stage.

    The consultancy/agency will need to demonstrate within their team they have the capability to conduct detailed customer research. It will also need to have an appreciation of the wider sport, leisure, social, economic and environmental, agendas which any customer research needs to take account.

    The consultancy/agency will need to demonstrate an understanding of current UK and EU legislation and Government guidelines on customer satisfaction tracking i.e. BVPI to ensure that this exercise is conducted using a best practice approach.

    The consultancy/agency will need to be able to identify and demonstrate respective management of risk throughout the project.

    The consultancy/agency will be required to demonstrate their general approach to working with clients for this type of work and provide examples of how their team will interact with the LVRPA for this assignment.

    The LVRPA will need to be satisfied that the consultancy/agency has the capacity to deliver this project.

    LVPRA will provide a lead officer to act as lead liaison for the project. The lead officer will be supported by a panel of LVRPA officers with operations management, marketing, communications and service department representation.

    Precise information on deadline(s) for lodging appeals: Lee Valley Regional Park Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the contact details provided in section 1.1 of this notice. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
