Information on framework agreement
Northumberland County Council invites organisations with experience of providing a Homelessness and Housing Options Services in Northumberland.
Local housing authorities are required under Housing Act 1996, Part VII, as amended by Homelessness Act 2002 and the Homelessness (Priority Need for Accommodation) (England) to investigate the circumstances of households claiming to be homeless or threatened with homelessness and assess whether a legal duty arises to provide housing or other advice and assistance.
Local authorities are required by law to ensure that advice and information aimed at homelessness prevention is available free of charge to its residents.
In addition to the statutory housing duty, the Council wants to ensure that accurate and appropriate information on a broad range of housing matters is available to everyone in the County.
The Council wants to ensure a focus on Homelessness Prevention through housing advice and proactive casework.
The Council does not want the primary function of homelessness and advice services to be a reactionary service focussing on the resolution of crisis situations.
Local Government Review has recently taken place in Northumberland resulting in a restructure from two tier authorities to one single tier: Northumberland County Council. A review of Homelessness Strategies across the district has been undertaken, which identified all homelessness services available within Northumberland, as well as identifying any gaps in service provision. This has led to the development of a Northumberland Homelessness Strategy which focuses on four key target areas:
— Reducing homelessness through prevention,
— Reducing the use of temporary accommodation and improving the quality,
— Tackling youth homelessness,
— Partnership working and service user involvement.
One of the actions identified as a result of the strategic review was a review of the operational homelessness services currently being provided on behalf of Northumberland County Council, as the authority responsible for the provision of Housing Options and Homelessness Services across the county. The review concluded that current service delivery follows the format inherited from the six former districts with a number of separate contracts and therefore the service is fragmented and unaligned.
