The Met Office is an executive agency of the UK Ministry of Defence (MoD) and since 1996 has been operating as a Trading Fund. As the UK’s national meteorological service, it provides a range of products and services to a large number of public and private sector organisations. The Met Office also undertakes work on a commercial basis which covers research and delivery services in climate change, weather and related subjects. The Met Office wishes to establish a framework of organisations, institutes and individuals which it can draw on to support and strengthen its capability to respond to commercial opportunities. The invitation to undertake work under the framework will be based on those opportunities where either the Met Office decides to take the lead role in bidding or is acting as a subcontractor to another Prime Contractor ( The Framework Agreement will not cover Manpower Substitution requirements i.e. the use of agency workers to fill gapped posts). Quantity or scope of the contract II.2.1) Total quantity or scope: the Met Office intends to establish a new framework agreement with a number of suppliers to act as subcontractors in respect of its commercial sales activities in the fields of research into climate change, weather related subjects and subsequent applications The Professional Services required within this Framework Agreement and within each Lot are as follows: Lot 1 -Policy/TechnicalAdviceThis covers all aspects of Climate change, weather and related subjects advice required by the Met Office, other than those areas covered by Lots 2 to 4 inclusive, to enable it to deliver technical advice/ concise briefings to a wide range of UK and International Governmental and Commercial Clients . Activities may include data gathering, and analysis, development and provision of training. Lot 2 support/delivery. This covers all aspects of the work where practical / physical outputs such as: impact; quality; risk assessments; operational services (forecasts and warnings); audits; surveys; measurement and monitoring; research analysis and interpretation activities are required. This also covers all knowledge sharing and communications activities that may be required, including all form of media, and policy briefings. Lot 3 Statistics/Economics. This covers the provision of statistical and economic services, including the analysis and interpretation of socio economic impacts of climate change, weather and climate issues related to planning and development at a range of scales. Lot 4 Modelling. This covers the provision of models that can be used for research and inter-comparison purposes. A particular field of interest is the linkage of meteorological and climate models with impact forecasting models, e.g. flooding, transport, energy, water management, crop yield, land use. The development to the models may require use of specialist computing equipment and suppliers must be able to access and use such equipment. This Lot also covers the visualisation aspects of work undertaken and will require a knowledge of GIS software and techniques. The Lot descriptions above highlight the areas of work that the supplier may be asked to provide expertise in. The list is not exhaustive and is merely an example of the range within the category. The vertical work subjects (sub-lots) available within this framework agreement are outlined below A. Air The monitoring, measurement and dissemination of air quality, atmospheric emissions and dispersion. B. Land. The potential changes in land use due to projected climate change: the impacts of weather extremes on agriculture, forestry, urban areas, land erosion and recreational land.C. Watera. Freshwater: Water resources and water infrastructure including supply and storage; irrigation; drainage; flooding – fluvial, pluvial and mine; and land erosion due to high river flows.b. Ocean:Impacts and adaptation requirements for sea level rise, coastal erosion storm surge, ocean forecasting, and port and terminal operations. D. Biodiversity Climate change impacts on insect, plant and animal life, including disease vectors, health impacts and range. E Population. The continued ability of human populations to mitigate and adapt to climate change will continue as in the past, but may be constrained by population pressure thus reducing options. These could include impacts on other, perhaps distant populations as a result of mass migration or disputed resources, and the requirement to plan for resilience in greater detail to better withstand severe weather events.
