Information on framework agreement
The Big Lottery Fund is a non-departmental public body and the largest UK Lottery distributor. The Big Lottery Funds Volunteering Improvement Programme in Scotland is part of our wider Investing in Communities (IIC) portfolio. BIG intends to appoint an external provider with expertise in the volunteering field to conduct desk-based research and work intensively with IIC-funded projects that have identified volunteering activity/volunteers as an element of their delivery. Preliminary research indicates that there are approximately 150 such grant holders.
The Volunteering Improvement Programme aims to achieve the following outcomes.
— BIG grant holders’ volunteering practice benefits from an improved understanding of, and confidence in, different volunteering approaches,
— Organisations’ planning, design and delivery of services are more responsive to and take account of volunteers’ needs and experience,
— Individuals’ positive volunteering experiences are developed into skills and attributes as a result of access to flexible and appropriate volunteering opportunities.
The aim of appointing an external service provider or a consortium led by a single lead party is to improve practice in the support for volunteering and ensure that high quality and independent volunteering support is consistently available to all IIC grant holders that may require it.
The Big Lottery Fund anticipates that this intervention will contribute to the development of effective and tested approaches and tools and techniques to assist voluntary and community organisations in Scotland to be better equipped to maximise the benefit from volunteers and enhance volunteering. The learning from this approach will be shared with funders and a range of stakeholders.
An incremental approach will be adopted, with the work being let as one contract with two distinct stages. The main thrust of the service requirement at Stage 1 is to conduct research into and analysis of the varying practice, experience and potential of volunteering across IIC grant-funded projects. The service provider will identify enablers and barriers to successful volunteering practice in a range of sectors and settings, gauge appetite among grant holders for work to support and improve volunteering practice and develop a proposal for the delivery of such work.
At Stage 2 the service provider will implement the recommendations as set out in the final report of Stage 1. Stage 2 will incorporate a package of more intensive, tailored support for grant holders.
The 2nd stage is subject to the Funds satisfaction with the outcome of Stage 1 to be determined by the Fund in its sole discretion after the completion of Stage 1. Should the Fund decide to end the contract after Stage 1, the fund will not be liable for any further costs or charges.
The budget for this contract will be between 400 000 GBP and 500 000 GBP (including VAT).
The contract term will be 3 years with the option to extend for a further 12 months.
