    The European Commission requires member states to evaluate the assistance from the European Agricultural Fund for Rural Development (EAFRD) for the programming period 2007 to 2013.

    The contract is to provide the mid term evaluation for the Wales Rural Development Plan (RDP) 2007-2013 as required by the European Commission with an option to also provide other related research studies and evaluations.

    It is intended to award the contract no later than December 2009. The final version of the mid term evaluation must be submitted to the European Commission by the end of December 2010. Work must commence on the contract no later than 2.1.2010.

    The mid term evaluation will address a set of common evaluation questions set by the Commission, and falls within the common monitoring and evaluation framework. The evaluation will include examining the relevance of the strategy, the balance of resources between the axes and measures, the utilisation of resources, its effectiveness and efficiency of the assistance along with the results and impact achieved then draw conclusions and recommendations from the findings. The mid term evaluation will be used to help optimise the allocation of resources and improve the quality of the Rural Development Plan. The mid term evaluation will also set the impacts for the programme.

    Beneficiary surveys will be used to assess the impact of some elements of programme activity; additional strands of research will address issues of particular interest within the programme.

    Details of any subcontractors expected to be used in relation to the contract must be included within the expression of interest. Suppliers should note that successful expressions of interest invited to tender may be requested to provide a presentation.

    This contract will be available for use by other government departments and associated bodies with the prior written approval of the Authority.
