The contract is for the provision of Estates - Strategic development for the properties held by Northamptonshire County Council. These will vary in requirement due to size and use. The framework agreement is expected to facilitate the inclusion of further property addition or reduction to the council’s property portfolio.
This procurement exercise seeks 4 to 6 providers on a call-off framework that via a mini-competition deliver/manage a range of specialist estates development advice, guidance, reports and activities. Each activity will be separately commissioned via a mini-competition and provider instructed accordingly. The provider will in the provision of these services comply with RCIS Red and blue book practice standards and comply with any relevant statutory instruments. Providers will be expected to undertake the following list of activities. It should be noted that the below list is not exhaustive.

— Master planning.
All providers will be expected to provide data/information to the Council to ensure that it maintains its terrier.

Northamptonshire has a relatively buoyant local economy with unemployment rates below the regional and national averages although the present economic recession is beginning to impose a clear impact. Northamptonshire County Council, Northamptonshire Police Authority and National Health Service Northamptonshire administers and in some cases, delivers its public services under the following directorates:

The Police operate from c80 freehold and leasehold properties established around the County. National Health Service Northampton operate from both local community surgeries, hospitals, etc.

Precise information on deadline(s) for lodging appeals: NCC will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period.
