    The supplier will be required to provide a fixed price for the cost for delivery and associated admin charges throughout the North Somerset Council geographical area. The cost of the fuel oil will be determined at time of order and based on Platts average one week lagging. orders will be placed directly by the sites using the fuel oil.

    Justification for the choice of accelerated procedure: Current contract was procured as a framework agreement through a third party. This has since expired and new contract needs to placed.

    Objective criteria for choosing the limited number of candidates: As the cost of fuel oil is based on Platts average prices at time of order, the only negotiable cost is delivery and admin charge leaving very little to negotiate on.
