SECTION II: OBJECT OF THE CONTRACT

  • II.1.5)Short description of the contract or purchase(s):

    The contracting authority seeks an innovative ICT Managed Service provider to work in partnership to develop and deliver ICT transformation as part of a project being undertaken by it under the building schools for the future programme (BSF).

    The ICT Managed services will be procured under the core standards of the partnerships for schools (PfS) standard ICT output specification, tailored to meet local needs at both contracting authority and school level. The BSF project is anticipated to include nine secondary schools including a pupil referral unit. The contracting authority's ICT requirements are likely to extend beyond this to include primary schools within the area and to other educational establishments. The contracting authority is considering including ICT provision at leisure and business facilities managed by the contracting authority and would look to discuss its requirements in respect of this with bidders during the procurement. The contracting authority may require the succesful bidder to enter into separate contractual arrangements in respect of some or all of these different elements.

    Bidders should note that the BSF schools will be built by a contractor selected from the PfS Design and build contractors framework and that the successful bidder will be expected to work on an integrated basis with the design and build bidders and their sub-contractors (as applicable) both during the procurement of the design and build contractor and the build stage of the BSF schools.

    Services required will be further specified and fine tuned throughout the procurement and are likely to include the provision of:

    1. ICT installation services comprising design, integration with associated design and build contracts, supply, installation and testing of ICT infrastructure, software and hardware, and associated training and support;

    2. ICT operational services comprising data centre support and maintenance services, including security, back up, disaster recovery, and continuous training in respect of ICT services at new build and remodelled schools;

    3. ICT education support networks covering individual establishments, grouped establishments, virtual classroom provision, remote access locations, including student home working services, and an integrated learning platform;

    The contracting authority also recognises the potential for the BSF ICT managed service provider to extend aspects of the service delivery to a wider range of the contracting authority's estate, for example, through the Primary Capital Programme and other areas of education, local government and publically funded service delivery. Integration with the leisure estate may be a key feature of the development of the ongoing service. The contracting authority would wish to explore the potential for including some scope for the further development of these extended services within the arrangements between the contracting authority and the successful bidder. Funding for these additional services would be from other sources and separate contractual arrangements may need to be entered into in addition to the BSF ICT contract. Services may also include the provision of hardware, software and supporting ancillaries associated with the development and provision of smart school facility management including data collection, data management, access control, telephony, security, cashless catering and other services that have or may typically be provided under a BSF project.

    The ICT Managed service provider is likely to be required to provide the managament and/or integration of ICT related services where the contracting authority's existing arrangements are either transferred or due to expire and also interim services to provided to both the primary schools (and other educational establishments) and to the existing school buildings during the construction phase.

  • II.2.1)Total quantity or scope:

    The potential value of the provision of the ICT Managed Services is 12 000 000 GBP. This figure is based upon the total potential value of the following components which comprise the overall package:

    1. The estimated value of BSF ICT is in the region of 9 300 000 GBP;

    2. The estimated value of ICT Primary is in the region of 2 000 000 GBP;

    3. The estimated value for ICT solutions at leisure facilities is in the region of 300 000 GBP;

    4. The value and scope of any additional services will be explored with bidders throughout the procurement and may be assessed through a new project approval procedure after the conclusion of the contracts. The potential exists for the provision of ICT services to a wider audience including other education and community users and the contracting authority. The value of these services will be in addition to the above figure, but cannot be confirmed at the present time.

    Description of these options: The contract between the selected bidder and the contracting authority will be for a period of 5 years with an option to extend (exercisable during the initial 5 year term) for a further 5 years. The contracting authority estimates that the duration of the contract will be for the time period set out at II.3 below.

    Under this project the contractor and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training (including the provision of apprenticeships) and supply chain initiatives.     Section IV.3.3 - The PQQ and Descriptive document and the Ebox details are available upon request from the address specified in Annexe A.I from the date of despatch of this notice. Section IV.3.4 -Expressions of interest must be by way of completion and return of the PQQ by the date and time specified in Section IV.3.4.

    Section IV.3.4 - Economic Operators wishing to participate should obtain a pre qualification questionnaire from the address specified in Annexe A.I, complete it and return it to the address in Annexe A.III by the date and time specified in Section IV.3.4.

    Parties expressing an interest in and/or tendering to the contracting authority in respect of the ICT Managed Service shall do so at their own costs. The contracting authority shall in no circumstances be responsible for the costs of parties expressing an interest in and/or tendering including but not limited to circumstances where the procurement process is cancelled for whatever reason whatsoever.

    Bidders should note that the Transfer of undertakings (protection of employment) regulations 2006 may apply to this opportunity.
