    The provision of a cleaning and window cleaning service to blocks and leasehold properties for Thrive Homes Ltd in the areas outlined in Hertfordshire. Estimated value 120 000 GBP excluding VAT per year.

    Estimated value excluding VAT: 600 000 GBP.

    Description of these options: The contract will be for 3 years + 2 years with an option for the Employer to terminate the contract at defined points in the contact based on performance.

    Throughout the programme, the service provider will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly, contract performance conditions may relate, in particular, to social and environmental considerations and service providers will be encouraged to put forward innovative sustainability and environmental proposals as integrated solutions to the delivery of cleaning services.

  • VI.4.2)Lodging of appeals:

    Precise information on deadline(s) for lodging appeals: Thrive will incorporate a minimum 10 calendar day standstill period at the point information of the award of the contract is communicated to Tenderers. This period allows unsuccessful Tenderers to seek further debriefing from Thrive before the contract is entered into. Tenderers have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period.

    If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
